Title:Konflikt v Tigraju in vloga Organizacije združenih narodov: študija primera : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:V diplomskem delu je predstavljena vojna v etiopski pokrajini Tigraj in pomoč Organizacije združenih narodov. Razdelana je zgodovina konflikta, tako materialne kot humanitarne posledice konflikta ter na kakšne načine je Organizacija združenih narodov pomagala v vojni prizadetim stranem. Etiopska zvezna država in stranka Tigrajska ljudska osvobodilna fronta sta od 4. novembra 2020 v krvavem oboroženem boju. Razvila se je obsežna humanitarna kriza, ki ji ni videti konca. Zaradi spopadov in stalnega omejevanja dostopa humanitarne pomoči je moralo približno 5 milijonov ljudi zapustiti svoje domove, več kot 9 milijonov ljudi v Tigraju in sosednjih regijah Afar in Amhara pa trpi za lakoto. Etiopske zvezne sile in regionalne milice ter eritrejske oborožene sile so obstreljevale, ropale in uničevale civilne objekte v mestih v Tigraju, vključno z bolnišnicami, šolami, tovarnami in podjetji. Predel Afriškega roga, kjer leži pokrajina Tigraj, je ena od najbolj konfliktnih in krhkih regij na svetu in ga že desetletja pretresajo vojne in spori, tako državni kot meddržavni. K temu se pridružujejo še vse hujši vplivi podnebnih sprememb. Države tega predela so države izvora in gostiteljice velikega števila beguncev in notranje razseljenih oseb. Že tako nestabilno okolje je konflikt v Tigraju močno prizadel, saj dodatno ogroža mir in varnost v Afriškem rogu. V obdobju dveh let od začetka vojne leta 2020 je kriza v Etiopiji iz domov pregnala na milijone ljudi, kar je povzročilo porast razseljevanja v regiji, kjer so krize v Somaliji, Južnem Sudanu in Sudanu v zadnjih letih že prisilile milijone ljudi k begu. Ugotovljeno je bilo tudi, da bi z ustanovitvijo mirovne misije OZN v konfliktu lahko posredovala na način, ki bi prebivalcem znatneje zmanjšal stisko in pripomogel k hitrejši stabilizaciji konfliktnega stanja.

Title:The Tigray conflict and the role of the United Nations: a case study
Abstract:This thesis examines the war in the Tigray region of Ethiopia and the assistance of United Nations. The history of the conflict, both the material and humanitarian consequences of the conflict, and the ways in which the United Nations has assisted the war-affected parties are discussed. The Ethiopian federal state and the Tigray People's Liberation Front have been engaged in a bloody armed struggle since 4 November 2020. A massive humanitarian crisis has developed with no end in sight. The fighting and the continued restriction of humanitarian access have forced some 5 million people to flee their homes, while more than 9 million people in Tigray and the neighbouring Afar and Amhara regions are suffering from hunger. Ethiopian federal forces and regional militias and Eritrean armed forces have shelled, looted and destroyed civilian facilities in Tigray's towns, including hospitals, schools, factories and businesses. The Horn of Africa region, where Tigray is located, is one of the most conflict-ridden and fragile regions in the world and has been torn by wars and conflicts, both intra- and inter-state, for decades. This is compounded by the worsening impacts of climate change. The countries of the region are both the origin and host of large numbers of refugees and internally displaced persons. The conflict in Tigray has taken a heavy toll on an already volatile environment, further threatening peace and security in the Horn of Africa. In the two years since the start of the war in 2020, the crisis in Ethiopia has displaced millions of people, leading to a surge in displacement in a region where crises in Somalia, South Sudan and Sudan have already forced millions to flee in recent years. It has also been argued that the establishment of a UN peacekeeping mission in the conflict could help the UN to intervene in a way that would significantly reduce hardship for the population and help to stabilise the conflict situation more quickly.
