Title:Primerjava zaporskih sistemov Litve, Latvije in Estonije : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Baltske države so se po razpadu Sovjetske zveze spopadale s številnimi problemi tranzicijskih držav, kot so zamenjava politične ureditve, propad gospodarstva, spremenjene družbene vrednote, korupcija, porast stopnje kriminalitete ipd., kar se je odražalo tudi na zaporskih populacijah oziroma stanju zaporov. Stopnje zaprtih oseb kot primarnega indikatorja kaznovalne naravnanosti so v Baltskih državah v primerjavi z drugimi evropskimi državami nadpovprečne (med najvišjimi v Evropi). Kljub temu pa je opaziti trend upadanja stopnje zaprtih oseb pri vseh treh državah. Poleg tega so se baltske države soočale tudi s slabimi razmerami v zaporih, kot so pomanjkljiva zdravstvena oskrba, pomanjkljiv dostop do higienskih pripomočkov in aktivnosti. V prvem delu zaključnega dela smo, izhajajoč iz pregleda strokovne literature, predstavili razmere v zaporih baltskih držav s pomočjo poročil Evropskega odbora za preprečevaje mučenja in nehumanega ter poniževalnega ravnanja ali kaznovanja (orig. European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment; CPT). V drugem empričnemu delu smo s pomočjo pregleda statističnih podatkov predstavili glavne značilnosti zaporskih sistemov baltskih držav. Osredotočili smo se na stopnjo zaprtih oseb, število zaprtih oseb, število zaporskih delavcev, kapaciteto zaporov, zasedenost zaporov in razmerje med številom zaprtih oseb in številom zaporskega osebja. Rezultati so pokazali, da se baltske države po stopnji zaprtih oseb uvrščajo v sam vrh evropskih držav, iz česar lahko sklepamo, da je kaznovalna politika stroga in primarni cilji penalne prakse niso usmerjeni v resocializacijo zaprtih oseb.

Title:Comparison of prison systems in Lithuania, Latvia and Estonia
Abstract:After the collapse of the Soviet Union, Baltic countries faced many problems of countries in transition such as changes in the political system, the collapse of the economy, changed social values, corruption, increased crime rates, etc., which was also reflected in the prison populations and the state of the prisons. Imprisonment rates, as a primary indicator of a punitive attitude, are above average (among the highest in Europe) in all three of the Baltic countries in comparison to other European countries. Nevertheless, a downward trend in the imprisonment rate can be observed in all three countries. Furthermore, Baltic countries are faced with poor prison conditions such as insufficient healthcare, poor access to hygiene items, and insufficient access to activities. In the first part of the thesis, prison conditions in Baltic countries were analyzed with the help of scientific literature mainly focusing on periodic visit reports of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) In the second empirical part, statistical data on prison populations was analyzed to present main characteristics of prison systems in Baltic countries. Moreover, data on the imprisonment rates, the number of prisoners, the number of prison staff, the capacity of penal institutions, the occupancy of penal institutions, and the ratio between the number of prisoners and the number of prison staff were analyzed. Results showed that high imprisonment rates and poor conditions in penal institutions are characteristic of all Baltic countries, reflecting harsh penal policy and weak treatment orientation in prisons.
