Title:Slovenska turistična politika od 1992 do 2018 : magistrsko delo

Abstract:Tranzicija iz socialističnega v kapitalistično okolje vpliva na številne vidike družbe, vključno s turistično politiko. Na primeru turistične politike se odražajo spremembe v ekonomskem sistemu, družbeni strukturi in političnem okolju. Socializem je pogosto pomenil močno centralizirano upravljanje, medtem ko kapitalizem prinaša večjo vlogo tržnih sil. V turistični politiki to lahko pomeni prehod od centralnega planiranja do večje vključenosti zasebnega sektorja. V obdobju med letoma 1992 in 2018 se je turistična politika Slovenije oblikovala pod vplivom številnih dejavnikov. Deležniki v procesu oblikovanja politik so zajemali vladne organizacije, lokalne skupnosti, podjetnike, nevladne organizacije in druge. Pomembno je razumeti, kako so se njihova stališča odražala v konkretnih politikah. Na turistično industrijo so politični akterji vplivali preko stališč, ki so se odražala v odločitvah glede turistične politike. Analiza političnih strank preko programov in koalicijskih sporazumov omogoča vpogled v to, kako so različni politični dejavniki oblikovali turistično politiko v določenem obdobju. Vprašanja, ki so zaznamovala razvoj turistične politike, so se nanašala na trajnostni razvoj, promocijo turizma, infrastrukturne naložbe, varstvo okolja, upravljanje z naravnimi viri in drugo. Delo zato zajema pregled celotne turistične politike, ki presega (zgolj) zakonodajni vidik. V delu se obravnava tranzicijo turistične politike iz socialistične v kapitalistično ter oblikovanje le-te v obdobju med letoma 1992 in 2018, pri čemer se osredotoča na deležnike, politične akterje, stališča, vključenost političnih strank in ključna vprašanja.

Title:Slovenian tourism policy from 1992 to 2018
Abstract:The transition from a socialist to a capitalist environment affects many aspects of society, including tourism policy. The example of tourism policy reflects changes in the economic system, social structure and political environment. Socialism was often tagged as highly centralized management, while capitalism brings a greater role for market forces. In tourism policy, this may mean a transition from central planning to greater involvement of the private sector. In the period between 1992 and 2018, Slovenia's tourism policy was formed under the influence of many factors. Stakeholders in the policy-making process included government representatives, local communities, entrepreneurs, non-governmental organizations and others. It is important to understand how their views were reflected in concrete policies. The tourism industry was influenced by political actors whose views were reflected in tourism policy decisions. The analysis of political parties through programs and coalition agreements provides an insight into how different political forces shaped tourism policy in a certain period. The issues that characterized the development of tourism policy could relate to sustainable development, tourism promotion, infrastructure investment, environmental protection, natural resource management and more. This research is an integral review of tourism policy that goes beyond (merely) the legislative aspect. In the text, the transition of tourism policy from a socialist to a capitalist environment and its formation in the period between 1992 and 2018 will be discussed, focusing on stakeholders, political actors, attitudes, involvement of political parties and key issues.
