Abstract:Diplomsko delo obravnava vpliv minimalne plače na kreditno sposobnost potrošnikov in kako so makrobonitetnih omejitve Banke Slovenije vplivale na to sposobnost. Na začetku smo predstavili teorijo kaj je kredit, njegove naloge ter kako ga delimo. Opisali smo kreditno sposobnost, ki je v glavnem odvisna od višine prihodkov, že obstoječih finančnih obveznosti ter številom vzdrževanih članov. Raziskali smo, kako je povečanje minimalne plače v Sloveniji med letoma 2019 in 2023 zmanjšalo kreditno sposobnost, zaradi česar so mnogi postali kreditno nesposobni. Kljub temu je dvig minimalne plače bil potreben, zaradi zvišanja minimalnih življenjskih stroškov ter visoke inflacije. Tako je bila edina rešitev, da se julija 2023 sprejme nov makrobonitetni ukrep, ki odpravlja vpliv minimalne plače na kreditno sposobnost. V delu je predstavljeno razumevanje pomena minimalne plače, merjenje kreditne sposobnosti in analiza sprememb kreditne sposobnosti med letoma 2022 in 2023.

Title:The impact of change in the amount of the consumer's minimum creditworthiness
Abstract:The thesis examines the impact of the minimum wage on the creditworthiness of consumers and how the Bank of Slovenia's macroprudential restrictions have affected it. At the beginning, we introduced the theory of what credit is, its functions and how it is divided. We described creditworthiness, which mainly depends on the level of income, the financial obligations already existing and the number of dependants. We explored how the increase in the minimum wage in Slovenia between 2019 and 2023 has reduced creditworthiness, making many people creditworthy. Nevertheless, the minimum wage increase was necessary because of the increase in the minimum cost of living and high inflation. Thus, the only solution was to adopt a new macro-prudential measure in July 2023, removing the impact of the minimum wage on creditworthiness. The thesis presents an understanding of the meaning of the minimum wage, a measurement of creditworthiness and an analysis of changes in creditworthiness between 2022 and 2023.
