Title:Kriminalističnoobveščevalna dejavnost na Policijski upravi Novo mesto : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Kriminalističnoobveščevalna dejavnost je v slovenski policiji dokaj mlada oblika dela. Čeprav se je v vsej zgodovini vedno pojavljala in izvajala v različnih oblikah in na različnih oddelkih, se je v letu 2010 kriminalističnoobveščevalna dejavnost sistematizirala in začela delovati v sklopu Centra za kriminalističnoobveščevalno dejavnost. Center za kriminalističnoobveščevalne dejavnost med drugimi deli izvaja tudi nadzorstveno dejavnost nad Oddelki za kriminalističnoobveščevalno dejavnost, kateri delujejo na lokalni ravni policijskih uprav in se ukvarjajo z informatorji in analizo informacij. V Sloveniji je osem oddelkov na lokalni ravni. V zaključnem delu smo se osredotočili na delo oddelka za kriminalističnoobveščevalno dejavnost na Policijski upravi Novo mesto. In sicer smo se raziskovanja lotili s pregledom literature in z izvedbo intervjujev vodstvenih delavcev. Pri delu na področju kriminalističnoobveščevalne dejavnosti je pomemben segment izobraževanje kriminalistov in policistov, predvsem pa njihovo poznavanje okolja in hkrati motiviranosti za delo. Mišljenje, da so za to delo primerni samo starejši in izkušeni kriminalisti, je že zdavnaj izpeto, saj je vedno bolj, sicer v okviru zakonskih okvirov, pomembna iznajdljivost in motiviranost posameznega kriminalista ali policista. Implementacija operativne informacije oziroma sodelovanja z informatorjem v okviru kriminalističnoobveščevalne dejavnosti v zvezi uvedbe kazenskega postopka ali prekrška na sodiščih je še vedno slabo dejavna, predvsem zaradi zakonskih omejitev, kot tudi zaradi slabega medsebojnega sodelovanja med policijo in sodišči.

Title:Criminal intelligence at the Police department Novo mesto
Abstract:Criminal intelligence is a fairly new form of work in the Slovenian police. Although throughout history it has always appeared and been carried out in different forms and in different departments. In 2010 criminal intelligence was systematized and began to function as part of the Center for Criminal Intelligence Activity. Among other things, the Center for Criminal Intelligence carries out supervisory activities over the Departments for Criminal Intelligence, which operate at the local level of police administrations and deal with informants and information analysis. In Slovenia, there are eight departments at the local level. In the thesis, we focused on the work of the criminal intelligence department at the Novo mesto Police Directorate. Namely, we started the research by reviewing the literature and conducting interviews with managers. Working with informants is an important factor in criminal intelligence at the Novo mesto Police Administration. Considering the large geographical area covered by the Novo mesto Police Department, there are too few criminal ivestigatorsinvolved in this type of work and the analysis of the obtained information in the Department for Criminal Intelligence, even though all the systematized positions are occupied. When working in the field of criminal intelligence, an important segment is the education of police officers. Above all, there is important their knowledge of the environment and at the same time their motivation for work. The opinion that only older and experienced police officers are suitable for this work is long gone. Motivation of every individual police officer is increasingly important, of course within the law. The implementation of operational information, i.e. cooperation with an informant within the framework of criminal intelligence activities in connection with the initiation of criminal proceedings or misdemeanors in the courts, is still poorly active, mainly due to legal restrictions, as well as due to poor mutual cooperation between the police and the courts.
