Title:Ocenjevanje tveganja za destruktivno vedenje zaprtih obsojencev : diplomsko delo visokošolskega študijskega programa Informacijska varnost

Abstract:Ocena tveganja je skozi leta raziskovanja postala ključen podatek pri odločitvah sodišča o primerni kazni storilcev kaznivih dejanj. Raziskovalci so skozi leta izpostavili ključne dejavnike tveganja za kriminalno vedenje, ki so razdeljeni glede na različne dejavnike, kot so na primer spol, starost in vrsta kaznivega dejanja. Razvila so se tudi orodja, ki so v pomoč pri sestavi ocene tveganja. Z oceno tveganja želimo zmanjšati oziroma preprečiti predvidena kazniva dejanja, zato so za obsojence na podlagi ocene tveganja narejeni osebni načrti, ki odločajo o dolžini kazni in kakšnega nadzora bo obsojeni deležen med prestajanjem kazni. V diplomskem delu smo opredelili ključne besede, našteli dejavnike tveganja, opisali nasilje v zaporu in pojasnili, kakšen je slovenski zaporski sistem. Nato smo opisali sedem orodij, ki so najbolj razširjena pri ugotavljanju nasilnega vedenja med prestajanjem kazni in potem, ko so odpuščeni iz institucij za prestajanje kazni. Ta orodja so HCR-20, SAVRY, SAPROF-YV, VRAG, STATIC-99R, RASP in RisCanvi. Nazadnje smo opisali tri raziskave. Po pregledu le-teh smo ugotovili, da so ocene tveganja lahko uporabne in so zmerno oz. srednje učinkovite, vendar lahko prihaja do napak. Prav tako smo ugotovili, da so mladost, vpletenost v tolpe in predhodna kazniva dejanja veliki dejavniki tveganja za nasilno vedenje v institucijah za prestajanje kazni. Pomembno vlogo pa imajo tudi zaposleni v zavodih za prestajanje kazni, saj lahko s svojim odnosom do zapornikov pomagajo pri sami resocializaciji in varnosti v institucijah.

Title:Risk assessment for destructive behaviour of offenders
Abstract:Over the years of research, risk assessment has become a key input for court decisions on the appropriate punishment for offenders. Over the years, researchers have outlined key risk factors for criminal behaviour, which are categorised according to different factors such as gender, age and the crime involved. Tools have also been developed to help in the making of risk assessments. The risk assessment aims to reduce or prevent the offences envisaged, so personal plans are drawn up for the convicted person, based on the risk assessment, to decide on the length of the sentence and the supervision he/she will receive during his/her sentence. In this thesis we define key words, list risk factors, describe violence in prison and explain what the Slovenian prison system is like. We then described 7 tools that are most widely used to identify violent behaviour during and after release from prison. These tools are HCR-20, SAVRY, SAPROF-YV, VRAG, STATIC-99R, RASP and RisCanvi. Finally, we describe 3 studies. The first study investigated what are the risk factors for violent behaviour in prison, the second one investigated the validity of two tools that resists in juveniles and younger convicts, and the third one was a meta-analysis, which investigated how much predictive validity the tools have in adult offenders. We found that the risk assessments are important and largely effective, but that errors can still occur. We also found that youth, gang involvement and prior offending are major risk factors for violent behaviour in penal institutions. Staff in correctional institutions also play an important role, as their attitudes towards prisoners can help with resocialisation and security in institutions.
