Title:Primerjava obvladovanja poplavnega tveganja v Sloveniji, Avstriji in Italiji : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Poplave so naravna nesreča, ki zaradi podnebnih sprememb postajajo čedalje pogostejše in intenzivnejše. Zaradi razvoja družbe, širjenja poselitve in urbanizacije poplave ogrožajo čedalje več ljudi in povzročajo čedalje več škode. Naravnih dogodkov na splošno ni mogoče preprečiti, vendar je njihov vpliv mogoče ublažiti. Leta 2007 je bila sprejeta tako imenovana Poplavna direktiva, ki od držav članic zahteva opredelitev poplavno ogroženih območij, pripravo kart poplavne ogroženosti in načrtov za obvladovanje poplavne ogroženosti na teh območjih. Dokumenti, zahtevani s Poplavno direktivo, so podlaga za učinkovito obvladovanje poplavnega tveganja v državah članicah EU. Za primer treh izbranih držav, Slovenije, Avstrije in Italije, smo pregledali podlage za obvladovanje poplavnega tveganja, ki so bile pripravljene na podlagi zahtev Poplavne direktive. Vse tri obravnavane države članice so pripravile karte poplavne nevarnosti in karte poplavne ogroženosti, na podlagi katerih so pripravile tudi načrte za obvladovanje poplavnega tveganja. Bistvene razlike med pristopi obvladovanja poplavnega tveganja med obravnavanimi državami se kažejo v upravni ureditvi, ki je povezana z upravnimi enotami posameznih držav (zvezne dežele, regije). Z analizo, ki smo jo izvedli v sklopu diplomskega dela, smo pokazali, da kljub temu, da so podana izhodišča za vse enaka, vsaka država članica razvija in izvaja svoje strategije ter ukrepe za obvladovanje poplavnega tveganja, ki so prilagojeni lokalnim potrebam, geografskim razmeram in upravnim ureditvam.

Title:Comparison of flood risk management in Slovenia, Austria, and Italy
Abstract:Floods are natural disaster that is becoming more frequent and intense due to climate change. Due to the development of society, spreading of urban areas and urbanisation, floods are increasingly putting people at risk and cause more and more damage. Natural events generally cannot be prevented, but their impact can be mitigated. In 2007, the so-called Floods Directive was adopted, requiring member states to identify flood-prone areas, prepare flood risk maps and flood risk management plans. The documents required by the Floods Directive are the basis for effective flood risk management in EU member states. We have reviewed the flood risk management for the case of the three selected countries, Slovenia, Austria and Italy, which was prepared on the basis of the requirements of the Floods Directive. All three countries have prepared flood hazard maps and flood risk maps, on the basis of which they have also prepared flood risk management plans. The main differences in the approaches to flood risk management between the countries are found in the administrative arrangements related to the administrative units of each country (federal states, regions). The analysis carried out as part of the thesis has shown that, although the starting point is the same for all, each country develops and implements its own strategies and measures for flood risk management, adapted to local needs, geographic conditions and administrative units.
