Title:Nabava zaščitne in medicinske opreme v času epidemije Covid-19 : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Beloovratniško kriminaliteto oziroma kriminaliteto belih ovratnikov je leta 1939 prvič predstavil Edwin Hardin Sutherland. Vse od takrat je beloovratniška kriminaliteta predmet raziskovanja mnogih sociologov. Mnogi so ta pojem raziskovali in vodili razpravo o tem, kaj vse je treba vključiti v to kategorijo. Do danes še vedno ni enotne definicije tega pojma. Mnenja raziskovalcev in različnih avtorjev so si različna, vendar se kljub temu prekrivajo v nekaterih vidikih. Različni avtorji in raziskovalci jo definirajo na različne načine, skozi različne poglede in merila. Bolj ali manj pa se vsi strinjajo, da gre pri beloovratniški kriminaliteti za kršitev etike določenega poklica oziroma da gre za zakonske kršitve in kršitve standardov, ki jih posamezniki zagrešijo z opravljanjem svojega poklica. Čeprav gre pri beloovratniški kriminaliteti za nenasilna dejanja, vseeno obstajajo žrtve, ki jih prizadene. Znake kriminalitete belih ovratnikov je bilo zaznati tudi pri urgentnih nabavah zaščitne in medicinske opreme med epidemijo covida-19. Med pisanjem diplomskega dela smo ugotovili, da je pri posameznih preučenih primerih nabav prišlo do nepravilnosti oziroma kršitev različnih zakonov. Te kršitve so posamezniki zagrešili v sklopu svojega poklica. Kršitve zakonov v sklopu opravljanja poklica pa uvrščamo v kategorijo kriminalitete belih ovratnikov. Takšne kršitve je nujno treba raziskati, saj poleg finančne škode povzročajo tudi ogromno družbeno škodo.

Title:Procurement of protective and medical equipment during the COVID-19 epidemic
Abstract:White-collar crime was first introduced by Edwin Hardin Sutherland in 1939. Since then, white collar crime has been the subject of research by many sociologists. Many have explored this concept and engaged in debates about what should be included in this category. To date, there is still no unified definition of this concept. Researchers and various authors have different opinions, but they overlap in some aspects. Different authors and researchers define it in various ways, through different perspectives and criteria. More or less, they all agree that white-collar crime involves the violation of ethics within a particular profession, or it involves legal violations and breaches of standards committed by individuals in the course of their professional activities. Despite being non-violent acts, white-collar crimes still have victims who are affected. Signs of white-collar crime were also detected in the urgent procurement of protective and medical equipment during the Covid-19 pandemic. While writing this thesis, we found that in some of the examined procurement cases, there were irregularities and violations of various laws. These violations were committed by individuals within the scope of their professional activities. Violations of laws within the scope of professional activities are categorized as white-collar crime. It is essential to investigate such violations because, besides causing financial damage, they also inflict significant social harm.
