Title:Preprečevanje sekundarne viktimizacije pri žrtvah nasilja v intimnem partnerskem odnosu : diplomsko delo visokošolskega študijskega programa Informacijska varnost

Abstract:Nasilje, ki se je začelo s pojavom prvih ljudstev in je neločljiv spremljevalec zgodovine človeštva, vse prevečkrat ostaja spregledano, celo tolerirano. Pojavlja se v vseh družbah, neodvisno od narodnosti, spola, starosti ali etične pripadnosti članov. Pogosto najde svoje mesto tudi tam, kjer naj bi se posamezniki počutili najbolj varno in sprejeto – znotraj družine oziroma intimne partnerske zveze. In prav ta vrsta nasilja, ki se dogaja za štirimi stenami, najpogosteje ostaja nevidna in neprijavljena. Nasilje v intimnih partnerskih zvezah se pojavlja v različnih oblikah – fizično, psihično, spolno in ekonomsko, žrtve nasilja pa so najpogosteje ženske, in sicer v kar 90–97 %. Pomembno se je zavedati, da se nasilje ne pojavlja zgolj v »problematičnih« družinah, pač pa žrtev nasilja s strani zakonskega oziroma zunajzakonskega partnerja lahko postane katerakoli ženska. Pri tovrstnem nasilju običajno ne gre za enkratno kaznivo dejanje, temveč za skupek ponavljajočih se dejanj z elementi nasilja, ki sčasoma postajajo vse intenzivnejša in pogostejša. Kljub temu žrtve nasilnega partnerja pogosto ne prijavijo iz različnih razlogov. Eden izmed njih je tudi strah pred sekundarno viktimizacijo – strah, da bodo osramočene in da ne bodo dobile ustrezne podpore in pomoči s strani pristojnih institucij. Z namenom zmanjševanja sekundarne viktimizacije so bili sprejeti številni ukrepi, tako na ravni Evropske unije kot tudi (po priporočilih in direktivah slednje) na državni ravni. Republika Slovenija posebno pozornost namenja zagotavljanju ustreznih izobraževanj in usposabljanj za vse, ki pri svojem delu prihajajo v stik z žrtvami – policija, centri za socialno delo, državno tožilstvo, sodstvo, zdravstveni delavci in drugi. Veliko vlogo imajo tudi številne nevladne organizacije, ki žrtvam v prvi vrsti nudijo zaščito in podporo ter jih informirajo o možnih rešitvah in nadaljnjih postopkih.

Title:Preventing secondary victimization of victims in the intimate partneship
Abstract:Violence, which began when the first human communities emerged and is inseparable companion of human history, often remains overlooked or even tolerated. Violence occurs in all societies, regardless of nationality, gender, age or ethnic affiliation of its members. It often occurs even in places where individuals should feel safe and accepted – within family or in intimate partner relationships. The type of violence that occurs behind closed doors usually remains unseen and unreported. Violence in intimate partner relationships occurs in different forms – physical, psychological, sexual and economic. Victims of that type of violence are mostly woman – 90 to 97 % of all victims are females. It is important to realize that violence does not occur only in »problematic« families and that every women can experience some type of violence at some point in a relationship. Such violence usually does not consist of a single criminal act but is a series of repeated actions with elements of violence – those actions usually become more intense and frequent over time. Despite that victims usually do not report this kind of abuse for various reasons. One of them is fear of secondary victimization – they are afraid they may feel ashamed and that they won't be receiving the help they need. European Union already adopted numerous measures to reduce secondary victimization and following its recommendations and directives most of those measures were implemented to the national legislation as well. The Republic of Slovenia pays special attention to ensure appropriate training and education for all that come in contact with victims at their work – the police, social workers, public prosecutors, judges, healthcare workers and others. A significant role is also played by numerous non-governmental organizations, providing protection and different types of support to victims and informing them about possible solutions and further procedures.
