Abstract:Evropska centralna banka (ECB) je sprejela odločitev o združitvi obstoječih sistemov plačilnih instrumentov T2, T2S in TIPS na enotno platformo, imenovano ESMIG. Prehod "velikega poka" zahteva obsežne priprave vseh vključenih akterjev, saj bi nepripravljenost lahko povzročila izpad institucije iz medbančnega poravnalnega sistema, kar pa bi močno vplivalo na poslovanje tako posamezne institucije kot tudi sistema v celoti. Diplomsko delo se osredotoča na priprave, ki jih mora opraviti opisovana banka za uspešen prehod na platformo ESMIG, preučuje razvoj sistema TARGET in analizira ključne zahteve za ta prehod. Izpeljavo projekta je dodatno otežila pandemija Covid-19, ki je za leto dni zamaknila implementacijo, podaljšala čas razvoja in testiranja, posledično tudi povečala stroške projekta. Svet ECB za tržno infrastrukturo (MIB) je 14. februarja 2023 na podlagi poglobljene analize pripravljenosti sistema in celotne skupnosti Evrosistema sprejel končno odločitev o datumu prehoda, s čimer se je za sistem TARGET začelo novo obdobje, ki bo odprlo nove priložnosti in izzive za evropski plačilni sistem.

Title:Analysis of the implementation of the T2/T2S consolidation project
Abstract:The European Central Bank (ECB) has decided to merge the existing payment instrument systems T2, T2S, and TIPS into a single platform, ESMIG. The "big bang" transition requires extensive preparations by all involved stakeholders, as unpreparedness could result in an institution's exclusion from the interbank settlement system, which would significantly impact the operations of both the individual institutions and the system as a whole. This thesis focuses on the preparations that the described bank must undertake for a successful transition to the ESMIG platform, examines the development of the TARGET system, and analyzes the key requirements for this transition. The execution of the project was further complicated by the Covid-19 pandemic, which delayed implementation by one year, extended the development and testing timeframe, and consequently increased project costs. On February 14, 2023, the ECB's Market Infrastructure Board (MIB) made a final decision regarding the transition date based on an in-depth analysis of the system's readiness and the overall Eurosystem community, signaling the commencement of a new era for the TARGET system that will bring forth new opportunities and challenges for the European payment system.
