Title:Javna sredstva za preventivo in obnovo ter odziv na naravne nesreče : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Naravne nesreče so nepredvideni naravni pojav, ki občasno in z različno intenziteto ogrožajo ljudi, gospodarstvo in okolje. Poleg neposrednih posledic na življenja in premoženje povzročajo pomembne ekonomske, socialne in okolijske posledice, te pa zahtevajo učinkovite ukrepe za preprečevanje, odzivanje in obnovo. Financiranje ukrepov za obvladovanje naravnih nesreč vključuje različne vire na lokalni, nacionalni in mednarodni ravni. V Sloveniji je država ključni akter pri zagotavljanju sredstev za preventivne ukrepe, takojšnje intervencije in obnovo po nesrečah. Javna sredstva se razporejajo preko različnih državnih skladov, zakonodajnih okvirov in vladnih programov, ki določajo kriterije in postopke za dodelitev pomoči prizadetim posameznikom in skupnostim. Ključnega pomena je tudi izboljšanje procesov za učinkovito in hitro dodeljevanje pomoči. Poleg državnih in evropskih sredstev se obravnava tudi sodelovanje mednarodnih organizacij in nevladnih organizacij, ki prispevajo k financiranju preventivnih ukrepov in pomoči po nesrečah. Pomemben del raziskave je analiza izzivov in ovir pri zagotavljanju finančnih virov, vključno s potrebo po hitrem odzivanju in dolgoročnem načrtovanju. Diplomsko delo analizira obstoječe prakse financiranja ukrepov za preprečevanje in odzivanje na naravne nesreče, z namenom prepoznati dobre prakse in priporočila za izboljšanje slovenskega sistema. Pomembno je, da se sredstva učinkovito uporabljajo za zmanjšanje tveganj in hitrejše okrevanje po nesrečah. Boljše financiranje in sodelovanje lahko bistveno prispevata k večji odpornosti skupnosti proti naravnim nesrečam.

Title:Public funds for the prevention, action and elimination of natural disaster
Abstract:Natural disasters are unforeseen natural phenomena that periodically and with varying intensity pose threats to people, the economy, and the environment. In addition to the direct impacts on lives and property, they cause significant economic, social, and environmental consequences, necessitating effective measures for prevention, response, and recovery. Financing measures for managing natural disasters involve various sources at the local, national, and international levels. In Slovenia, the state plays a key role in providing funds for preventive measures, immediate interventions, and post-disaster recovery. Public funds are allocated through various state funds, legislative frameworks, and government programs, which establish criteria and procedures for allocating assistance to affected individuals and communities. It is crucial to improve processes for the efficient and prompt allocation of aid. In addition to domestic and European funds, the involvement of international organizations and NGOs in financing preventive measures and post-disaster assistance is considered. An important aspect of the research is the analysis of challenges and obstacles in ensuring financial resources, including the need for rapid response and long-term planning. The thesis examines existing practices of financing measures for prevention and response to natural disasters, aiming to identify best practices and recommendations for enhancing the Slovenian system. It is essential that funds are effectively utilized to reduce risks and expedite recovery from disasters. Improved financing and collaboration can significantly contribute to greater community resilience to natural disasters.
