Title:Pristojnosti državnih služb v primeru medvrstniškega nasilja : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Namen diplomskega dela je bil ugotoviti, ali lahko z določenimi preventivnimi dejavnostmi v osnovni in srednji šoli preprečimo medvrstniško nasilje. Cilj je tudi ugotoviti, ali bi z večjo pristojnostjo določenih državnih organov v primeru medvrstniškega nasilja le-to začelo upadati. Diplomsko delo se osredotoča na pooblastila vsakega državnega organa, pri čemer so izpostavljene tudi morebitne pomanjkljivosti pooblastil v primeru medvrstniškega nasilja. Poseben poudarek je namenjen tudi neodzivnosti določenih državnih organov ob zaznavi medvrstniškega nasilja, saj posledično medvrstniško nasilje narašča. Pozornost je namenjena tudi raziskavi dejavnikov, ki prispevajo k nastanku medvrstniškega nasilja, ter kako socialni, psihološki in okolijski dejavniki vplivajo na dinamiko medvrstniških odnosov v šolskem okolju. Opisane so različne oblike medvrstniškega nasilja, kot so verbalno, fizično, socialno in elektronsko nasilje, ter kako se lahko le-te razlikujejo glede na vpletenost državnih organov. Poseben poudarek je namenjen tudi posledicam, ki lahko nastanejo, če državni organi ne odreagirajo učinkovito na medvrstniško nasilje, kakšen je vpliv na žrtve, njihove družine, pa tudi na širšo šolsko skupnost. V diplomsko delo je vključenih več intervjujev s strokovnjaki s področja medvrstniškega nasilja: delavka centra za socialno delo, sodnica Okrožnega sodišča Maribor, policist-vodja policijskega okoliša, učiteljica razrednega pouka. Zbrani odgovori so analizirani in predstavljeni v grafični obliki, pri čemer so podani komentarji na odgovore.

Title:Competencies of public services in the case of peer-to-peer violence
Abstract:The purpose of the thesis is to determine whether specific preventive activities in primary and secondary schools can help prevent peer violence. The goal is also to assess whether greater authority granted to certain state authorities in cases of peer violence would lead to its reduction. In the thesis, we will focus on the powers of each state authority, highlighting potential shortcomings in these powers in cases of peer violence. Special emphasis will be placed on the unresponsiveness of certain state authorities to reports of peer violence, as the lack of response contributes to the escalation of peer violence. The thesis will also investigate factors contributing to the occurrence of peer violence. We aim to understand how social, psychological, and environmental factors influence the dynamics of peer relationships in the school environment. We will delve into various forms of peer violence, such as verbal, physical, social, and electronic violence, and examine how these may differ based on the involvement of state authorities. Special attention will be given to the consequences that may arise if state authorities do not react effectively to cases of peer violence. This includes the impact on victims, their families, and the broader school community. The thesis will include multiple interviews with experts in the field of peer violence: a social worker from the Center for Social Work, a judge from the Maribor District Court, a police officer in charge of the police district, and a primary school class teacher. The gathered responses will be analyzed and presented graphically, accompanied by comments on the answers.
