Title:Erozija demokracije v izbranih državah Zahodnega Balkana: Hrvaška, Severna Makedonija, Slovenija, Srbija : magistrsko delo

Abstract:V magistrskem delu je raziskan proces erozije demokracije od 90. let prejšnjega stoletja do leta 2022 v štirih izbranih državah Zahodnega Balkana – na Hrvaškem, v Severni Makedoniji, Sloveniji in Srbiji. Erozija demokracije je razčlenjena in opisana skozi tri koncepte – elite in elitne akterje, korupcijo in korupcijske škandale ter delovanje in zaupanje državljanov v formalne in neformalne institucije. Natančno so teoretično opredeljeni in opisani pojmi erozije demokracije, elite, korupcije in institucij, podani pa so podatki iz svetovnih in regionalnih raziskav. Od metod raziskovanja so uporabljene metoda deskriptivne analize literature, metoda analize kvantitativnih podatkov, komparativna metoda in analitični pristop. Analiza je razčlenjena na aspekte elit, korupcije in institucije, ki kažejo na (ne)delovanje demokracije in demokratičnih praks. Ugotovljeno je, da so elitni akterji od osamosvojitve držav do leta 2022 obdržali vzorce in prakse, ki pospešujejo erozijo demokracije, stopnje korupcije so ostale visoke in vseprisotne tako med elito (številni primeri korupcijskih afer) kot tudi med državljani. Zaupanje v formalne institucije je čez čas različno, vendar je v večini primerov izraženo nizko zaupanje v politične institucije. Neformalne institucije imajo močan vpliv in so razširjene na skoraj vsa področja družbe.

Title:Erosion of Democracy in the Selected Countries of the Western Balkans: Croatia, North Macedonia, Slovenia, Serbia
Abstract:In the master's thesis, the process of the erosion of democracy is researched in the four selected countries of the Western Balkans – Croatia, Northern Macedonia, Slovenia and Serbia, from the 1990s to 2022. Erosion of democracy is divided and explained through three concepts – elites and elite actors, corruption and corruption scandals, and institutional functioning and trust in formal and informal institutions. Terms like erosion of democracy, elites, corruption, and institutions are explained in detail and supported by global and regional research data. The methods used are the descriptive literature review, quantitative data analysis, comparative method, and analytical approach. The analysis, divided into the three aspects (elite, corruption and institutions), shows the (dis)function of democracy and democratic practices. From the analysis, it is concluded that elite actors have retained the old patterns and practices of behaviour which accelerate the erosion of democracy. Furthermore, corruption is high and widespread among elite actors (numerous corruption scandals) and citizens. Lastly, trust in formal institutions fluctuates over time, although trust in political institutions is generally low. Informal institutions have a powerful influence, and they are constantly present in all aspects of society.
