Title:Ukrepanje institucij ob odkritju nasilja v družini : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Na začetku diplomskega dela je opisano, kaj je nasilje, navedeni so njegovi vzroki in posledice ter najpogostejše vrste in obdobja nasilja v družini današnje družbe. V prvem delu osrednjega dela ugotavljamo ukrepanje pristojnih institucij: osnovne šole, centra za socialno delo, policije in tožilstva. Sledi del o sodelovanju med institucijami z zakonskimi podlagami (z veljavno sprejeto zakonodajo in zakonskimi akti ter s protokoli Republike Slovenije) posamičnih institucij za ukrepanje v primerih (sumov) kaznivih ravnanj ali kaznivih dejanj. Za teoretični del smo uporabili strokovno literaturo in opravljene raziskave. Zanimali so nas tudi praktični del ter konkretno delo in ukrepanje strokovnih delavcev v posamičnih institucijah, hkrati pa tudi postopek prijave zaznave nasilja v družini, zato smo z odgovornimi strokovnimi delavci po institucijah opravili osebne razgovore. V drugem delu osrednjega dela opisujemo zaznavo in odkrivanje suma nasilja v družini, delo laičnega izvajalca, zaposlenega na centru za socialno delo, in konkretni primer storjenega nasilja nad mladoletno osebo. Gre za postopek zaznave suma nasilja v družini, védenje, kaj je empatija in razumevanje empatije ter kako pomembna je pri opravljanju dela, lojalnost, medsebojno zaupanje družine in laičnega izvajalca pri opravljanju dela, delovni proces, pri katerem znamo poslušati in slišati, saj samo poslušanje v stiski osebe ne privede do želene pomoči, ki jo žrtev nasilja potrebuje. Poudarjamo, da je osebo treba slišati in jo s pogovorom pripeljati do strokovnih služb in strokovnih oseb dotičnih odgovornih institucij. V zaključnem delu ugotavljamo, da imajo institucije dovolj zakonske podlage in da medinstitucionalno dobro sodelujejo, kar se izkaže v našem primeru dobro zaključenega primera storjenega nasilja nad mladoletno osebo.

Title:Action by institutions when family violence is discovered
Abstract:The thesis begins by defining violence, outlining its causes and consequences, and presenting the most common types and periods of domestic violence in contemporary society. In the first section of the main part, we examine the actions of relevant institutions: primary schools, social work centres, the police, and the prosecution. This is followed by a section on interinstitutional cooperation, focusing on the legal frameworks (including enacted legislation, statutory acts, and protocols of the Republic of Slovenia) of individual institutions in cases of (suspected) criminal offences or unlawful acts. For the theoretical part, we relied on professional literature and existing research. We were also interested in the practical aspects, specifically the work and actions of professionals within individual institutions, as well as the process of reporting suspected domestic violence. Therefore, we conducted personal interviews with responsible professionals in these institutions. In the second section of the main part, we describe the identification and detection of suspected domestic violence, the work of a lay practitioner employed at a social work centre, and a specific case of violence committed against a minor. It involves the process of identifying suspected domestic violence, understanding what empathy is and recognising its importance in performing the work, loyalty, mutual trust between the family and the lay practitioner, and a working process that emphasises listening and truly hearing. Merely listening to a person in distress does not lead to the desired assistance that a victim of violence needs. We emphasize that it is essential to listen to the person and guide them through conversation to professional services and experts within the relevant responsible institutions. In the conclusion, we note that the institutions have sufficient legal grounds and cooperate effectively on an interinstitutional level, as demonstrated in our case of successfully resolving an incident of violence against a minor.
