Title:Sodelovanje interventnih služb ob večjih nesrečah : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Eksplozije plina so tehnološke nesreče, ki pogosto nastanejo zaradi uhajanja in vžiga plina v cevovodih ter lahko povzročijo hude telesne poškodbe, smrtne žrtve in veliko materialno škodo. Ključnega pomena pri je tem optimalno odzivanje interventnih služb, ki omejijo posledice eksplozije ter preprečijo dodatne nesreče, kolikor je to mogoče. V diplomskem delu je predstavljena analiza sodelovanja interventnih služb v primeru eksplozije zemeljskega plina, ki se je zgodila decembra 2019 v Britofu pri Kranju. Do eksplozije je prišlo zaradi nakopičenega zemeljskega plina v jašku zaradi poškodbe napeljave. V eksploziji je bilo poškodovanih šest oseb, od tega dva delavca in štirje otroci. Poškodovani so utrpeli opekline na izpostavljenih delih telesa, vendar nihče ni bil v smrtni nevarnosti. Vse poškodovane so takoj odpeljali na zdravljenje v Univerzitetni klinični center Ljubljana. Rezultati opravljene analize kažejo, da so pri odzivanju sodelovale enote civilne zaščite, enote prostovoljnih in poklicnih gasilcev, službe nujne medicinske pomoči ter Policija. Službe so previdno vstopile na območje eksplozije, ga zavarovale, prepoznale nevarnost, ocenile situacijo, organizirale pomoč, zaščitile ljudi, živali, premoženje in okolje ter sodelovale z operaterjem plinovoda. Pri ukrepanju so se interventne službe soočale s tveganjem za nastanek nadaljnjih eksplozij ter številnimi izzivi, med katerimi so bili: evakuacija prebivalcev, zavarovanje območja, medsebojna komunikacija in koordinacija, zagotavljanje varnosti reševalcev, dolgotrajnost intervencije ter psihološki pritisk. Sodelovanje interventnih služb je bilo pri tem uspešno, saj so bili poškodovani oskrbljeni, prebivalci zaščiteni pred nevarnostjo, nadaljnje možnosti eksplozije pa preprečene.

Title:Cooperation of intervention services in major accidents
Abstract:Gas explosions are technological accidents, that are often consequences of gas leakage and ignition in pipelines, and can cause serious injury, loss of life and extensive damage. Therefore, adequate prevention, control, preparedness and response are crucial in the event of such accidents. In the diploma, we analyze the cooperation of emergency services in the case of a gas explosion in December 2019 in Britof near Kranj. The explosion occurred due to accumulated natural gas in the shaft as a result of damaged wiring. Six people were injured in the explosion, including two workers and four children. The injured sustained burns on exposed parts of their bodies, but no one was in mortal danger. All the injured were immediately taken for treatment at the University Medical Center Ljubljana. The results of the analysis show that four intervention services participated in the response, namely the civil protection unit, the volunteer and professional firefighters units, the emergency medical service and the Slovenian Police. The intervention services carried out a careful entry into the area of the explosion, securing the area, identifying the danger, assessing the situation, the organization of assistance, the protection of people and animals, the protection of property and the environment, and cooperation with the gas pipeline operator. When taking action, the emergency services are faced with the risk of further explosions, the challenges of evacuating residents, the challenges of securing the area, the challenges of mutual communication and coordination, the challenges of ensuring the safety of rescuers, the duration of the intervention, and psychological pressure. The cooperation of the emergency services was successful, as the injured were cared for, the inhabitants were protected from danger and the possibility of further explosion was prevented.
