Title:Public-Private partnership in Europe in the period 2010-2023
Abstract:Public-private partnerships, defined as long-term contracts between the public and private sectors, have been growing in importance in recent years. The key role of these partnerships is to provide public goods and services, with the private partner assuming a significant share of the risk and responsibility for their effective management. PPPs are emerging as an innovative policy tool whose successful implementation brings benefits to both the public and private sectors and, above all, to the end-users for whom each project is designed. The thesis is divided into a theoretical and an analytical part. The theoretical part presents the basic characteristics and components of PPPs, as well as the risks these projects bring. It discusses the advantages and disadvantages of these partnerships, while also highlighting the opportunities and threats that may arise during their implementation. Since PPP projects can be carried out based on two different legal frameworks – contractual and status-based partnership – the thesis provides a detailed definition of their characteristics. The analytical part of the thesis presents an analysis of the PPP field in Europe, focusing on projects between 2010 and 2023, with an emphasis on the number of projects implemented by country and sector. Selected examples of projects using PPP contracts are also presented at the end.
