Title:Vpliv policijskih združenj na vodenje policijske organizacije : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Policijska združenja v Sloveniji, kot so Mednarodna policijska zveza, Društvo kriminalistov Slovenije, Združenje Sever, Združenje policijskih šefov Slovenije ter oba policijska sindikata, igrajo pomembno vlogo pri zastopanju interesov policistov, izboljšanju delovnih pogojev in strokovnem povezovanju. Kljub temu njihov vpliv na vodenje policijske organizacije ostaja omejen, saj je to še vedno podrejeno političnim dejavnikom. Diplomsko delo obravnava vpliv teh združenj na vodenje slovenske policije ter njihov pomen pri oblikovanju praks, politik in strategij. Primerjali smo stanje v Sloveniji s tujino, kjer imajo združenja večjo avtonomijo in vpliv. Posebej smo izpostavili International Association of Chiefs of Police ter vlogo sindikatov pri pogajanjih o delovnih pogojih in zakonodaji. Analiza strokovne literature je pokazala, da bi večji vpliv združenj lahko prispeval k večji neodvisnosti in profesionalizaciji policije. Slovenska združenja se soočajo z izzivi, kot so omejene pristojnosti in politični vplivi. Na podlagi ugotovitev predlagamo krepitev vloge združenj v odločitvenih procesih in povečanje njihove avtonomije, kar bi prispevalo k učinkovitejšemu in nepristranskemu delovanju policije.

Title:Influence of police associations on the management of police organization
Abstract:Police associations in Slovenia, such as the International Police Association, the Slovenian Criminal Association, the Sever Association, the Association of Police Chiefs of Slovenia, and the two police unions, play an important role in representing police officers' interests, improving working conditions, and promoting professional cooperation. However, their influence on police organization management remains limited, as it is still subject to political factors. This thesis addresses the influence of these associations on the management of the Slovenian police and their role in shaping practices, policies, and strategies. We compared the situation in Slovenia with foreign examples where associations have greater autonomy and influence. Special attention was given to the International Association of Chiefs of Police and the role of police unions in negotiating working conditions and legislation. The analysis of professional literature showed that greater influence from these associations could contribute to the independence and professionalization of the police. Slovenian associations face challenges such as limited authority and political influence. Based on the findings, we propose strengthening the role of associations in decision-making processes and increasing their autonomy, which would contribute to more effective and impartial police operations.
