Title:Inovacija ali izguba človečnosti pri uporabi umetne inteligence v policijskem delu : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Umetna inteligenca (UI) je področje računalništva, ki se ukvarja z razvojem sistemov in algoritmov, sposobnih izvajanja nalog, ki običajno zahtevajo človeško inteligenco. Te naloge vključujejo prepoznavanje vzorcev, razumevanje naravnega jezika, učenje iz podatkov in sprejemanje odločitev. UI omogoča računalniškim sistemom, da simulirajo kognitivne procese, kot so razmišljanje, reševanje problemov in prilagajanje novim informacijam. V kontekstu policijskega dela UI omogoča avtomatizacijo in optimizacijo procesov, kot so analiza velikih podatkovnih zbirk, prepoznavanje obrazov in biometričnih podatkov, napovedovanje kriminalnih vzorcev ter spremljanje in zaznavanje varnostnih groženj. Poleg tehničnih vidikov pa se UI sooča tudi z etičnimi in pravnimi izzivi, kot so vprašanja pristranskosti, zasebnosti in odgovornosti pri uporabi teh tehnologij. Empirični del naloge temelji na analizi anketne raziskave, v kateri je sodelovalo 321 anketirancev. Cilj raziskave je bil ugotoviti, ali UI lahko izboljša učinkovitost in varnost kazenskega pregona, ter oceniti, ali prinaša več prednosti ali slabosti. Rezultati kažejo, da je večina anketirancev seznanjena z uporabo UI v policiji, vendar njihovo razumevanje tehnološkega delovanja ostaja povprečno. Najpogosteje prepoznane koristi vključujejo hitrejšo identifikacijo osumljencev, večjo natančnost pri preiskovanju kaznivih dejanj in zmožnost analize velike količine podatkov v realnem času. Kljub splošnemu zaupanju v UI in njen potencial za izboljšanje učinkovitosti policijskega dela anketiranci izražajo tudi pomembne pomisleke. Med njimi so nezadostno usposabljanje policijskega osebja, možna pristranskost algoritmov in kršitve zasebnosti pri zbiranju in uporabi podatkov. Prav tako večina anketirancev meni, da je UI lahko le dopolnilo, ne pa popolna zamenjava človeškega dejavnika v policiji. Družba ne vidi primarnega cilja uporabe UI zgolj v izboljšanju javne varnosti, kar kaže na potrebo po večji transparentnosti in osveščanju javnosti.

Title:Innovation or loss of humanity in the use of artificial intelligence in police work
Abstract:Artificial Intelligence (AI) is a field of computer science that focuses on developing systems and algorithms capable of performing tasks that typically require human intelligence. These tasks include pattern recognition, natural language processing, learning from data, and decision-making. AI enables computer systems to simulate cognitive processes such as reasoning, problem-solving, and adapting to new information. In the context of law enforcement, AI facilitates the automation and optimization of processes such as analyzing large datasets, facial and biometric recognition, predicting criminal patterns, and monitoring and detecting security threats. Beyond its technical aspects, AI also encounters ethical and legal challenges, including issues of bias, privacy, and accountability in its application. The empirical part of this study is based on an analysis of a survey conducted with 321 respondents. The research aimed to determine whether AI can enhance the efficiency and safety of law enforcement operations and assess whether it offers more advantages or disadvantages. The results indicate that most respondents are aware of AI's use in policing; however, their understanding of its technological functioning remains average. The most commonly recognized benefits include faster suspect identification, greater accuracy in criminal investigations, and the ability to analyze large amounts of data in real time. Despite general trust in AI and its potential to improve law enforcement efficiency, respondents also expressed significant concerns. These include insufficient training of police personnel, potential algorithmic bias, and privacy violations in the collection and use of data. Furthermore, most respondents believe that AI can only serve as a supplement, not a complete replacement, for the human element in policing. The public does not perceive the primary goal of AI in policing to be solely the enhancement of public safety, highlighting the need for greater transparency and public awareness.
