Title:Problematika in zakonska ureditev strelišč v Sloveniji : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Namen raziskave je analizirati pogoje za izgradnjo in uporabo varnih strelišč, predvsem zunanjih, v Sloveniji ter primerjati zakonodajo in prakso z Nemčijo. Ključno raziskovalno vprašanje se osredotoča na varnostne in okoljevarstvene standarde pri postavitvi strelišč v naravi, kjer so določeni tehnični pogoji, izbira gradbenih materialov ter zaščita pred hrupom in onesnaževali. Raziskovanje je pokazalo, da Slovenija in Nemčija sledita podobnim pristopom, vendar se zakonodajna ureditev in izvedba razlikujeta. V Nemčiji imajo vzpostavljeno urejeno evidentiranje strelišč, kar omogoča lažje spremljanje in nadzor, medtem ko Slovenija še nima celovite evidence strelišč. Ugotovitve so pokazale, da sta ključna vidika pri postavitvi strelišča varnost uporabnikov in minimalistično vpliva na naravo. Razlike med državama vključujejo večjo usklajenost z mednarodnimi smernicami v Nemčiji in potrebne izboljšave slovenskih predpisov, da bi omogočili varno postavitev strelišč. Ugotovljeno je, da mora Slovenija okrepiti spremljanje onesnaževanj ter razviti smernice za varno gradnjo strelišč v naravi.

Title:Issues and legal regulation of shooting ranges in slovenia
Abstract:The purpose of this research is to analyze the conditions for the construction and use of safe shooting ranges, especially outdoor ones, in Slovenia and compare the legislation and practices with Germany. The key research question focuses on safety and environmental standards in establishing shooting ranges in natural areas, where technical requirements, selection of building materials, and protection from noise and pollutants are specified. The research revealed that Slovenia and Germany follow similar approaches, but their legislative frameworks and implementation differ. In Germany, there is an established system for recording shooting ranges, which allows easier monitoring and control, while Slovenia lacks a comprehensive register of shooting ranges. The findings indicate that the main aspects when setting up a shooting range are user safety and minimizing environmental impact. Differences between the two countries include better alignment with international guidelines in Germany, while Slovenia needs to improve its regulations to allow safe establishment of shooting ranges. It was concluded that Slovenia needs to enhance pollution monitoring and develop guidelines for the safe construction of outdoor shooting ranges.
