Title:Cooperation between the civilian and military sector to ensure cyber security in the Republic of Slovenia
Abstract:The master thesis deals with cyber security in the Republic of Slovenia and the importance of cooperation between the civilian and military sectors in ensuring it. Cyberspace has become crucial for the functioning of society, work processes and ultimately the functioning of the state itself, where by the fact the increasing number of cyber threats require comprehensive security measures. The Republic of Slovenia faces several challenges in this regard, mainly due to the lack of professional staff in the field of cybersecurity and the failure to implement all the necessary regulations, while improvement is also needed in the area of the regulation of the handling of major incidents itself. The key institutions for ensuring cyber security in the Republic of Slovenia are mainly the Government Office for Information Security (URSIV), SI-CERT, SIGOV-CERT and the Ministry of Defence of the Republic of Slovenia, which, in association with other unlisted entities, in cooperation with each other, implement protective measures in this area. As a member of the European Union and the North Atlantic Treaty Organisation (NATO), the Republic of Slovenia participates in international initiatives, such as ENISA and CCDCOE, which contributes to the exchange of knowledge and the strengthening of defence capabilities. Analysis of interviews with cyber security experts reveals good cooperation between the military and civilian sectors, but only in the context of various exercises and other educational forms, as when it comes to dealing with cyber incidents, their jurisdictions are completely separated. In the future, we can expect an even greater need for cooperation, especially in the protection of critical infrastructure and rapid response to incidents, where legislation also has an important role to play and must be adapted to the dynamic cyber security environment. Effective protection against cyber threats in the future will require even more concrete coordination between civilian and military institutions, an improved legal framework and, above all, investment in education and awareness-raising for both experts and lay people in the field of cyber security. A comprehensive approach and mutual cooperation between all stakeholders are key to ensuring a secure digital environment in Slovenia.
