Abstract:Diplomsko delo obravnava vlogo in pomen mednarodnega policijskega sodelovanja pri zagotavljanju varnosti cestnega prometa, pri čemer se osredotoča na evropske politike, organizacije in praktične vidike skupnih nadzornih akcij. V luči vedno večje mobilnosti in povezanosti evropskih držav postaja čezmejno policijsko sodelovanje ključni dejavnik pri zmanjševanju števila prometnih nesreč in izboljšanju prometne discipline. Evropska unija z različnimi strategijami, direktivami in iniciativami usklajuje prometno varnost, pri tem pa pomembno vlogo igrajo organizacije, kot so ROADPOL, Evropski svet za varnost prometa in EUCARIS, ki omogočajo učinkovitejšo izmenjavo podatkov ter usklajene nadzorne aktivnosti. Diplomsko delo predstavlja načine policijskega sodelovanja v okviru Evropske unije, vključno z usklajenimi nadzornimi akcijami, ki jih izvajajo države članice. Posebna pozornost je namenjena slovenski policiji in njenemu sodelovanju v mednarodnih operacijah, kot so poostreni nadzori psihofizičnega stanja voznikov, osredotočenosti na cesto ter nadzori tovornega prometa. Empirični del vključuje pregled stanja prometne varnosti in analizo mednarodnih policijskih pobud. Posebna pozornost je namenjena vplivu enotnih nadzornih akcij ter pomenu čezmejne izmenjave podatkov pri izboljšanju varnosti na evropskih cestah. Cilj diplomskega dela je prispevati k boljšemu razumevanju vloge mednarodnega policijskega sodelovanja in njegovih učinkov pri zagotavljanju prometne varnosti.

Title:International police cooperation in ensuring road traffic safety
Abstract:The thesis examines the role and significance of international police cooperation in ensuring road traffic safety, focusing on European policies, organizations, and the practical aspects of joint enforcement actions. With increasing mobility and interconnectivity among European countries, cross-border police cooperation has become a key factor in reducing road traffic accidents and improving traffic discipline. The European Union harmonizes road safety through various strategies, directives, and initiatives, with organizations such as ROADPOL, the European Transport Safety Council, and EUCARIS playing a crucial role in facilitating more efficient data exchange and coordinated enforcement activities. The thesis presents the mechanisms of police cooperation within the European Union, including coordinated enforcement actions carried out by member states. Special attention is given to the Slovenian police and its participation in international operations, such as enhanced controls of drivers’ psychophysical conditions, driver attention monitoring, and inspections of freight transport. The empirical part includes an overview of road safety conditions and an analysis of international police initiatives. Particular emphasis is placed on the impact of unified enforcement actions and the importance of cross-border data exchange in enhancing road safety across Europe. The objective of the thesis is to contribute to a better understanding of the role of international police cooperation and its effects on ensuring road traffic safety.
