Title:Obravnava zaprtih oseb v Sloveniji in Srbiji : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Kaznovalna politika je koncept, ki se nenehno razvija in odziva na družbene, ekonomske in politične spremembe. Posledično kaznovalne politike niso homogene, temveč se razlikujejo med državami ter v nekaterih primerih celo znotraj držav (federacij in konfederacij). Zaključno delo se osredotoča na zaporska sistema Slovenije in Srbije ter identificiranje razlik in podobnosti med njima. Uporabili smo deskriptivno in primerjalno metodo ter analizirali relevantne statistične podatke o zaporskih populacijah. Ugotovitve kažejo, da je slovenski zaporski sistem usmerjen v resocializacijo obsojencev ter temelji na izvajanju tretmajskih programov, psihološki podpori in izobraževanju obsojencev. V vse navedene aktivnosti se obsojenci prostovoljno vključijo. Srbski zaporski sistem daje večji poudarek na zdravljenju obsojencev, ki obsega raznovrstne terapije za obsojence. Pri direktivnem zdravljenju strokovni delavci aktivno usmerjajo obsojence skozi formalne oblike pomoči, kot so psihološka podpora, izobraževalni programi in delovna terapija. Nedirektivno zdravljenje pa temelji na prostovoljni udeležbi obsojencev v prostočasnih, kulturnih in duhovnih aktivnostih, ki jih izberejo sami. Trendi zapiranja kažejo, da stopnje zaprtih oseb naraščajo v obeh državah, vendar so slovenske stopnje precej nižje od srbskih. Porast stopenj zaprtih oseb v Sloveniji je predvsem posledica povečanega števila tujcev v zaporih in zaostritve kazenske zakonodaje. V Srbiji pa so visoke stopnje zaprtih oseb odraz stroge kaznovalne politike, ki se opira na dolge zaporne kazni in kjer uporaba alternativnih kazni ni tako pogosta kot v Sloveniji.

Title:Treatment of imprisoned persons in slovenia and serbia
Abstract:Sentencing policy is a concept that is constantly evolving and responding to social, economic and political change. As a consequence, penal policies are not homogeneous, but differ between countries and in some cases even within countries (federations and confederations). The final thesis focuses on the prison systems of Slovenia and Serbia and identifies the differences and similarities between them. We used descriptive and comparative methods and analysed relevant statistical data on prison populations. We found that the Slovenian prison system is oriented towards the resocialisation of prisoners and is based on the implementation of treatment programmes, psychological support and education of prisoners, and is based on voluntary involvement in resocialisation programmes. The Serbian prison system places more emphasis on the treatment of prisoners, which includes a variety of therapies. In directive treatment, professionals actively guide prisoners through formal forms of treatment such as psychological support, educational programmes and occupational therapy. Contrary, non-directive treatment is based on the voluntary participation of prisoners in leisure, cultural and spiritual activities of their own choice, in which they are encouraged to take part on their own initiative. Imprisonment trends show that prison population rates are increasing in both countries, but those in Slovenia are much lower than in Serbia. The increase in the Slovenian prison population rates is mainly due to the increase in the number of foreigners in prisons. In Serbia, the rise of prison population rates is mainly the result of harsher penal policy, which includes longer prison sentences and less use of alternative sanctions.
