Title:Teroristični napadi v Parizu 2015 : diplomsko delo visokošolskega študijskega programa Informacijska varnost

Abstract:Teroristični napadi, ki so se zgodili 13. 11. 2015 v Parizu, predstavljajo enega izmed najhujših napadov v sodobni zgodovini Francije. Napadi so bili izvedeni na več lokacijah v Parizu, vključno s koncertno dvorano Bataclan, restavracijami in stadionom Stade de France, pri čemer je bilo ubitih 130 ljudi, več kot 400 pa ranjenih. Napade je izvedla skupina pripadnikov ekstremistične islamistične organizacije ISIL, ki so znotraj Evrope delovali usklajeno, pogosto prek poznanstev in radikalizacijskih poti, ki so se začele že v francoskih in belgijskih predmestjih. Skupina je bila zelo dobro organizirana in koordinirana, njihova medsebojna komunikacija je potekala prek šifriranih kanalov, orožje pa je pridobila s črnega trga, večinoma z območja Balkana. Francoske oblasti so takoj po napadih uvedle izredno stanje, izvedle množične racije, okrepile policijske pristojnosti in uvedle nove protiteroristične zakone, medtem ko so mednarodne institucije, kot so EU, Europol in Interpol, začele izvajati boljše usklajevanje, izmenjavo informacij in skupne varnostne pobude. Posledice napadov za evropsko družbo so bile večplastne od porasta občutka negotovosti, politične radikalizacije, zlorabe varnostnih diskurzov do krepitve nadzora na račun civilnih svoboščin. Dolgoročna strategija v boju proti terorizmu mora vključevati učinkovito mednarodno sodelovanje, obveščevalno koordinacijo, preprečevanje radikalizacije in hkrati spoštovanje temeljnih človekovih pravic kot ključno ravnotežje med varnostjo in svobodo.

Title:Terrorist attacks in Paris 2015
Abstract:The terrorist attacks that took place on November 13, 2015, in Paris represent one of the deadliest assaults in modern French history. The attacks were carried out at multiple locations across Paris, including the Bataclan concert hall, various restaurants, and the Stade de France stadium, resulting in the deaths of 130 people and injuring more than 400. The attacks were perpetrated by a group affiliated with the extremist Islamist organization ISIL, who operated in a coordinated manner across Europe, often through personal connections and radicalization pathways that had begun in the suburbs of France and Belgium. The group was highly organized and coordinated, communicating via encrypted channels and acquiring weapons from the black market, primarily from the Balkans. In response, French authorities immediately declared a state of emergency, conducted mass raids, expanded police powers, and introduced new anti-terrorism laws. Meanwhile, international institutions such as the EU, Europol, and Interpol began implementing improved coordination, information sharing, and joint security initiatives. The consequences of the attacks for European society were multifaceted, ranging from an increased sense of insecurity and political radicalization to the misuse of security discourses and the strengthening of surveillance at the expense of civil liberties. A long-term strategy in the fight against terrorism must include effective international cooperation, intelligence coordination, prevention of radicalization, and at the same time respect for fundamental human rights as a crucial balance between security and freedom.
