Title:Taborniki v sistemu varstva pred naravnimi in drugimi nesrečami : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Diplomsko delo analizira vlogo Zveze tabornikov Slovenije (ZTS) v sistemu sil za zaščito, reševanje in pomoč (ZRP) v Republiki Sloveniji. V ospredje postavlja vprašanje, kako so taborniki, kot prostovoljna mladinska organizacija, vključeni v sistem zaščite, reševanja in pomoči, ter v kolikšni meri njihovo znanje, usposobljenost in organiziranost prispevajo k operativni učinkovitosti in večji odpornosti lokalnih skupnosti ob naravnih in drugih nesrečah. V diplomskem delu je predstavljena zakonodajna in organizacijska podlaga sistema varstva pred naravnimi in drugimi nesrečami in ZRP, vloga prostovoljstva in podrobnejša predstavitev ZTS – njena zgodovina, struktura, program in tri operativne enote (enota za postavljanje začasnih prebivališč, enota za mobilno logistično podporo, enota za vodenje in upravljanje začasnih naselij), ki aktivno sodelujejo z Upravo RS za zaščito in reševanje, občinskimi štabi Civilne zaščite (CZ) in drugimi strukturami. Rezultati empirične raziskave kažejo na visoko motiviranost, pripravljenost in funkcionalno usposobljenost članov ZTS, obenem pa opozarjajo na zaznana pomanjkanja na področju specializacije, koordinacije in priznavanja njihovega prispevka. ZTS ni le vzgojna mladinska organizacija, temveč strukturiran in operativno pripravljen partner v sistemu ZRP. Taborniki se dokazujejo kot prilagodljivi, organizirani in solidarni prostovoljci, ki lahko s svojo prisotnostjo in delovanjem bistveno pripomorejo k odzivnosti in učinkovitosti sistema ZRP.

Title:Scouts in system of protection against natural and other disasters
Abstract:This work analyses the role of the Scout Association of Slovenia (Zveza tabornikov Slovenije – ZTS) within the system of protection, rescue, and relief forces (ZRP) in the Republic of Slovenia. The focus is on how Scouts, as a volunteer youth organisation, are integrated into the protection and rescue system and the extent to which their knowledge, training, and organisational structure contribute to the operational effectiveness and increased resilience of local communities to natural and other disasters. This work presents the legal and organisational foundations of the ZRP, as well as the role of volunteers, and provides a detailed overview of the ZTS—its history, structure, programme, and three operational units (unit for the establishment of temporary shelters, mobile logistics support unit and unit for the management and coordination of temporary settlements), which actively cooperate with the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief, municipal civil protection centres, and other structures. The results of the empirical study indicate a high level of motivation, willingness and functional competence among ZTS members, but also reveal perceived deficits in the areas of specialisation, coordination and recognition of their contribution. The ZTS is not only an educational youth organisation, but also a structured and operational partner in the protection and rescue system. The Scouts prove to be adaptable, organised and compassionate volunteers who can significantly improve the responsiveness and effectiveness of the ZRP system through their presence and action.
