Title:Usposabljanje in kompetence varnostnega osebja v jedrskih objektih Slovenije : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Usposabljanje in kompetence varnostnega osebja v jedrskih objektih v Sloveniji so ključnega pomena za zagotavljanje visoke ravni varnosti in zaščite. Varnostno osebje mora opraviti obvezno začetno usposabljanje, ki vključuje področja jedrske varnosti, zaščite pred ionizirajočim sevanjem, požarne varnosti in ravnanja v primeru nesreč. Usposabljanje poteka skladno z zahtevami zakonodaj s področij zasebnega varovanja, varstva pred sevanji in jedrske varnosti, varstva pri delu ter drugih in vključuje tako teoretične kot praktične vaje. Poleg tega morajo varnostniki redno obnavljati svoje znanje in opravljati dodatna specializirana usposabljanja. Kompetence varnostnega osebja so preverjene preko različnih metod, vključno z notranjimi in zunanjimi pregledi ter simulacijami izrednih dogodkov. Slovenija se pri oblikovanju zahtev za usposabljanje in preverjanje usklajuje z mednarodnimi smernicami, kot so tiste, ki jih priporoča Mednarodna agencija za atomsko energijo (angl. International Atomic Energy Agency - IAEA). S tem se zagotavlja visoka stopnja pripravljenosti za obvladovanje varnostnih tveganj in odzivanje na izredne dogodke v jedrskih objektih. Diplomsko delo obravnava usposabljanje in kompetence varnostnega osebja v jedrskih objektih v Sloveniji s poudarkom na Nuklearni elektrarni Krško (NEK). Analiza strokovne literature je pokazala, da usposabljanje varnostnega osebja v jedrskih objektih v Sloveniji zagotavlja visoko pripravljenost in skladnost z mednarodnimi standardi, z rednim obnavljanjem znanja in prilagodljivostjo novim izzivom. Na podlagi ugotovitev predlagamo nadaljnje krepitve usposabljanja varnostnega osebja, redno prilagajanje programov novim varnostnim tveganjem in tehnološkemu napredku ter vzpostavitev še boljše integracije med teoretičnim izobraževanjem in praktičnimi vajami.

Title:Training and compteneciens of security personnel in nuclear facilities of slovenia
Abstract:Training and competencies of security personnel in nuclear facilities in Slovenia are crucial for ensuring a high level of safety and security. Security personnel must complete mandatory initial training, which covers areas such as nuclear safety, radiation protection, fire safety, and emergency response. The training is conducted in accordance with the requirements of legislation in the fields of private security, radiation protection and nuclear safety, occupational health and safety, and other relevant areas and includes both theoretical and practical exercises. Additionally, security personnel must regularly refresh their knowledge and undergo further specialized training. The competencies of security personnel are assessed through various methods, including internal and external inspections and simulations of emergency situations. Slovenia aligns its training and assessment requirements with international guidelines, such as those recommended by the IAEA. This ensures a high level of preparedness to manage security risks and respond to emergencies in nuclear facilities. The thesis discusses the training and competencies of security personnel in nuclear facilities in Slovenia with a particular focus on the Krško Nuclear Power Plant (NEK). An analysis of the professional literature has shown that the training of security personnel in nuclear facilities ensures high preparedness and compliance with international safety standards, with regular knowledge updates and adaptability to new challenges. Based on the findings, further enhancements to security personnel training are recommended, including the regular updating of programs to address new security risks and technological advancements, and the establishment of better integration between theoretical education and practical exercises.
