Title:Pridobitev statusa pooblaščenega gospodarskega subjekta (AEO) v Sloveniji : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Carinska služba znotraj Finančne uprave Republike Slovenije ima ključno vlogo pri varovanju finančnih interesov Slovenije in Evropske unije, preprečevanju nepoštene in nezakonite trgovine ter zagotavljanju varnosti državljanov in okolja. Status pooblaščenega gospodarskega subjekta (AEO) predstavlja pomembno orodje za večjo varnost dobavne verige ter hitrejše izvajanje carinskih postopkov. Kljub številnim prednostim pa je postopek pridobitve dovoljenja zahteven in dolgotrajen, kar številnim podjetjem predstavlja izziv. Raziskava je bila usmerjena na podjetja v Sloveniji, ki so status AEO že pridobila. Med njimi je bila izvedena anketa, s katero smo analizirali potek postopka in izzive, s katerimi so se soočala. Podatki so bili zbrani s pomočjo vprašalnika zaprtega tipa, rezultati pa so bili statistično obdelani in prikazani v tabelah in grafih. Ugotovitve kažejo, da je najzahtevnejši del postopka izpolnjevanje vprašalnika za samooceno ter izpolnjevanje posameznih pogojev in meril. Kljub temu je večina podjetij navedla, da so bila na postopek dobro pripravljena. Nekatera podjetja so poročala o podaljšanju postopka zaradi nepopolne dokumentacije oziroma izpuščenih dokazil. Med ključne koristi, ki jih podjetja zaznavajo po pridobitvi statusa AEO, sodijo boljše sodelovanje s carinskimi organi, manj fizičnih pregledov, hitrejše carinjenje ter večja konkurenčna prednost v mednarodni trgovini. Odprti odgovori anketirancev so potrdili te ugotovitve in podali praktična priporočila za prihodnje vlagatelje, kot so temeljita priprava, uporaba obstoječih standardov (npr. ISO) ter pravočasna oddaja veh dokazil. Ugotovimo lahko, da pridobitev statusa AEO kljub zahtevnosti postopka podjetjem, ki delujejo v mednarodnem okolju, prinaša pomembne strateške prednosti. Uspešnost postopka je v največji meri odvisna od notranje organiziranosti, dokumentacijske podpore in proaktivnega pristopa podjetja skozi celoten proces.

Title:Acquisition of the status of authorized economic operator (AEO) in Slovenia
Abstract:The customs service within the Financial Administration of the Republic of Slovenia Plays a key role in protecting the financial interests of Slovenia and the European Union, as well as in preventing unfair and illegal trade and ensuring the safety of citizen and the environment. The status of Authorized Economic Operator (AEO) is an important instrument for enhancing the security of the supply chain and expediting customs procedures. Despite its many advantages, the process of obtaining AEO status is demanding and lengthy, posing challenges for many companies. The research focuses on companies in Slovenia that have already acquired AEO status. A survey was conducted among them to analyses the course of the procedure and the challenges they faced. The data was collected via a closed-ended questionnaire, and the results were analysed statistically and presented in tabular and graphical form. The findings show that the most challenging part of the process is completing the self-assessment questionnaire and meeting specific AEO requirements. Despite this, most companies stated that they were well-prepared for the procedure. Furthermore, some companies reported delays in the procedure due to incomplete documentation or omitted evidence. The benefits identified after obtaining AEO status include better cooperation with customs authorities, fewer inspections, faster clearance processes, and improved competitiveness in international trade. Open-ended responses confirmed these findings and provided practical recommendations for future applicants, such as thorough preparation, the use of existing standards (e.g., ISO), and early submission of all supporting documents. It can be concluded that although obtaining AEO status is a complex and resource-intensive process, it brings significant strategic advantages to companies operating internationally. Successful acquisition depends primarily on proper internal organization, documentation, and proactive engagement throughout the process.
