Title:Informacijsko-komunikacijske tehnologije kot dejavnik reforme javne uprave : magistrsko delo

Abstract:Uvajanje sodobnih IKT z namenom podpore delovnih procesov prinaša v okolja, kjer se uporabljajo, različne spremembe in učinke. Te lahko v večini primerov,glede na namen informacijske podpore, predvidimo. Nekaj pa je taksnih, ki jih zaznavamo šele sčasoma. Pričujoče magistrsko delo govori o vplivih uporabe sodobnih tehnologij v okolju javne uprave. Zavedanje o zmožnostih, ki presegajo zgolj potrebe po povečanju učinkovitosti upravnih postopkov, pripelje na strani uporabnikov do zahtev po doseganju večje izkoriščenosti razpoložljivih tehnologij. V javni upravi to vodi k spremembam na organizacijskem in funkcionalnem področju. Tovrstni reformni procesi vlogo IKT v funkciji tehnične podpore nadgrajujejo v dejavnik transformacije javne uprave iz hierarhično organiziranega izvajalca upravnih postopkov v ponudnika storitev mrežne e-uprave. Reforma javne uprave poteka sočasno na tehnološkem in organizacijskem področju. Analiza medsebojnih vplivov obeh komponent skozi razvojne stopnje uprave ne dokazuje nadrejenosti katere izmed njiju. Nujnost enakopravnega soobstoja, sinergija učinkov in medsebojno vplivanje obeh sta gonilo reforme. Zaradi teh ugotovitev mrežne uprave ne moremo opisati v obliki modela z določenimi pravili načrtovanja, organizacije in delovanja. Lahko pa opredelimo dejavnike, ki omogočajo zagotavljanje potrebnih pogojev za učinkovito delovanje vsake od komponent in na ta način vzpostavitev okolja za ponudbo storitev mrežne uprave.

Title:Influence of contemporary technologies in the field of public administration
Abstract:Implementation of up-to date ICT with intention to support working process brings different changes and effects into the environment in which they are used. They can be, in most cases, foreseen, according to the purpose of information support. But there are some of them that can be perceived in the long run. This paper is concerned with influence of contemporary technologies in the field of public administration. 777e awareness of the capabilities that exceed bare requirements of effectiveness of administrative processes brings the users towards demands of better exploitation of technologies of their disposal. In public administration this leads to changes in organizational as well as functional field. By following this reform processes the role of ICT (in it's function of technical support) is upgraded into an enabler of public administration transformation from a hierarchically organized performer to a network government services provider. The reformation of public administration runs on technological and organizational field simultaneously. The analysis of the two components thru development stages does not prove superiority of any of them. Necessity of equal coexistence, synergy of effects and mutual Interaction of both of them are the driving power of the reform. Because of these findings the network government cannot simply be described as a model with certain rules of planning, organization and operation. Nevertheless, we can define the enablers that can provide certain conditions needed for effective function of each of the components and by that the establishment of environment needed for network government services delivery.
