Title:TikTok kot tehnološko in socialno tveganje za nacionalno varnost : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Diplomska naloga obravnava socialno omrežje TikTok, ki je postal najhitreje rastoča družbena platforma na svetu. Naloga v ospredje postavlja obravnavo tehnoloških in socialnih tveganj, ki se pojavijo z uporabo platforme. Tehnološka tveganja vključujejo možnost kibernetskih napadov in zlorabo osebnih podatkov, ki jih aplikacija zbira in shranjuje, kar lahko vodi do resnih varnostnih incidentov. Socialna tveganja pa se kažejo v širjenju dezinformacij, manipulaciji z javnim mnenjem ter vplivu na družbeno polarizacijo in mentalno zdravje uporabnikov. Prav tako pa želi diplomska naloga osvetliti problem opisanih tveganj in njihov morebiten vpliv na nacionalno varnost. Pozornost je namenjena tudi potencialnim nevarnostim, ki izhajajo iz algoritmov aplikacije, ki lahko vplivajo na širjenje dezinformacij in polarizacijo javnega mnenja. Naloga zajame tudi pravne okvirje v Sloveniji in Evropski uniji, kateri se nanašajo na varnost uporabniških podatkov, kot tudi zlorab s strani držav ali tretjih oseb. Poleg pregleda obstoječe literature in analiz varnostnih politik je v nalogi izvedena sekundarna analiza, raziskava na področju objavljenih vsebin na platformi TikTok. S to analizo je ugotovljeno, kako se določeni trendi, izzivi in viralne vsebine širijo, ter kakšen je njihov vpliv na uporabnike in družbo kot celoto. Poseben poudarek je namenjen preučevanju, kako lahko takšne vsebine prispevajo k varnostnim tveganjem, kot so širjenje sovražnega govora, radikalizacija in vpliv na mlajše generacije. Diplomsko delo se zaključuje v spoznanju, da obravnavana tveganja lahko predstavljajo nevarnost za nacionalno varnost, kar se kaže z razvojem novih pravnih ureditev na tem področju, medijsko izpostavljenostjo, predvsem pa v obstoju novejših raziskav o pojavnosti tovrstnih tveganj.

Title:Tiktok as a technological and social risk to national security
Abstract:The thesis addresses the social network TikTok, which has become the fastest-growing social platfom in the world. The focus of the thesis is on examining the technological and social risks associated with the use of the platform. Technological risks include the possibility of cyber-attacks and the misuse of personal data collected and stored by the application, which can lead to serious security incidents. Social risks manifest in the spread of misinformation, manipulation of public opinion, and the impact on social polarization and the mental health of users. Additionally, the thesis aims to shed light on the described risks and their potential impact on national security. Attention is also given to the potential dangers arising from the application's algorithms, which can influence the spread of misinformation and the polarization of public opinion. The thesis also covers the legal frameworks in Slovenia and the European Union that pertain to the security of user data, as well as misuse by states or third parties. In addition to reviewing existing literature and analyzing security policies, the thesis includes a secondary analysis, a study of the content published on the TikTok platform. This analysis identifies how certain trends, challenges, and viral content soread, and what impact they have on users and society as a whole. Special emphasis is placed on examining how such content can contribute to security risks, such as the spread of hate speach, radicalization, and its influence on younger generations. The thesis concludes by recognizing that the risks discussed may pose a threat to national securiy, as evidenced by the development of new legal regulatons in this area, media exposure, and, above all, the existence of recent research on the emergence of such risks.
