Title:Vera in verske sekte kot faktor ogrožanja varnosti : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Dejavnosti verskih sekt, kultov, gurujskih gibanj, pa tudi prakse, povezane z magijo in okultizmom, predstavljajo družbene pojave, ki so danes prisotni tako na Balkanu kot v svetovnem kontekstu. V domačem kontekstu se zaradi nezadostne obveščenosti javnosti in težnje po poenostavljanju vse te skupine v vsakodnevni komunikaciji državljanov pogosto skupno imenujejo sekta. Hitro širjenje teh gibanj na ozemlju Balkana lahko delno pripišemo obstoječim družbenim okoliščinam, ki omogočajo njihovo nemoteno delovanje, pa tudi visoki stopnji učinkovitosti, ki jo kažejo v procesih novačenja novih članov. Poleg verskih naukov, ki pogosto nasprotujejo doktrinam tradicionalnih veroizpovedi, te organizacije pogosto ponujajo specifične politične, ekonomske, socialne in etične vrednostne sisteme, ki so v nasprotju z obstoječimi normami in vrednostnim redom. Z zanikanjem veljavnih družbenih vrednot in uporabo različnih mehanizmov indoktrinacije lahko te skupine predstavljajo varnostno tveganje. Vendar pa sekte niso homogene po svojem značaju; razlikujejo se po teoloških naukih, geografskem poreklu, metodologiji delovanja, organizacijski strukturi in ciljih. Posledično tudi tveganja, ki jih predstavljajo, niso enotna – nekateri delujejo izključno kot kritiki obstoječih etičnih in verskih norm, drugi lahko neposredno ogrozijo psihofizično zdravje posameznika, obstajajo pa tudi tisti, ki odkrito spodkopavajo državne institucije in se za dosego svojih ciljev celo zatekajo k metodam terorizma. Zaščitni mehanizmi pred uničujočim delovanjem sekt obstajajo tako na državni kot na nedržavni ravni. V to kategorijo spadajo normativni pravni akti, nacionalne strategije, vključevanje varnostnih organov, pa tudi dejavnosti tradicionalnih verskih skupnosti in združenj državljanov, namenjene boju proti škodljivemu vplivu teh skupin. Vendar pa zaradi nepopolne skladnosti pravnega okvira s specifičnimi varnostnimi potrebami ostaja učinkovitost teh mehanizmov omejena.

Title:Religion and religious sects as a factor of threatening security
Abstract:The activities of religious sects, cults, guru movements, as well as practices related to magic and the occult, represent social phenomena that are present today both in the Balkans and in the global context. In the domestic context, due to insufficient public awareness and the tendency to simplify, all these groups are often collectively referred to as sects in the everyday communication of citizens. The rapid spread of these movements in the Balkans can be partly attributed to the existing social circumstances that allow their smooth operation, as well as to the high level of efficiency they demonstrate in the recruitment processes of new members. In addition to religious teachings, which often contradict the doctrines of traditional religions, these organizations often offer specific political, economic, social and ethical value systems that are contrary to existing norms and value orders. By denying valid social values and using various mechanisms of indoctrination, these groups can pose a security risk. However, sects are not homogeneous in their character; they differ in theological teachings, geographical origin, methodology of operation, organizational structure and goals. Consequently, the risks they pose are not uniform – some act exclusively as critics of existing ethical and religious norms, others can directly threaten the psychophysical health of the individual, and there are also those who openly undermine state institutions and even resort to terrorist methods to achieve their goals. Protective mechanisms against the destructive activities of sects exist at both the state and non-state levels. This category includes normative legal acts, national strategies, the involvement of security agencies, as well as the activities of traditional religious communities and citizens' associations aimed at combating the harmful influence of these groups. However, due to the incomplete compliance of the legal framework with specific security needs, the effectiveness of these mechanisms remains limited.
