Title:Preventivna dejavnost policije na javnih prireditvah - primerjava med Slovenijo in Bosno in Hercegovino : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Diplomsko delo obravnava preventivne policijske dejavnosti na javnih prireditvah s poudarkom na primerjavi med Republiko Slovenijo in Bosno in Hercegovino. V ospredju proučevanja so zakonodajni okvir, policijska pooblastila, vrste prireditev, uporaba prisilnih sredstev in strategije za nadzor množic. Analizirali smo zakone, kot so Zakon o javnih zbiranjih, Zakon o nalogah in pooblastilih policije ter entitetske zakone v Bosni in Hercegovini. Ugotovili smo, da ima Slovenija centralizirano in enotno pravno ureditev, medtem ko je v Bosni in Hercegovini zakonodaja razdrobljena po entitetah in distriktu, kar vpliva na učinkovitost varovanja prireditev. V delu smo izpostavili pomen usklajevanja med policijo in organizatorji, pravočasne varnostne ocene ter zakonite in sorazmerne uporabe pooblastil. Pri nadzoru množic smo prepoznali razlike v pristopih, pri čemer Slovenija daje več poudarka na dialog in preventivo, BiH pa pogosto deluje reaktivno. Analiza kaže, da lahko obe državi izboljšujeta obstoječe prakse z izmenjavo izkušenj in uveljavljanjem skupnih standardov. Zaključujemo, da ima policija ključno vlogo pri zagotavljanju varnega okolja na javnih prireditvah, kar zahteva strokovnost, zakonitost in spoštovanje človekovih pravic.

Title:Preventivna dejavnost policije na javnih prireditvah, primerjava med Slovenijo in Bosno in Hercegovino
Abstract:This thesis examines preventive police activities at public events, focusing on a comparison between the Republic of Slovenia and Bosnia and Herzegovina. The research addresses the legal framework, police powers, types of public events, the use of coercive measures, and strategies for crowd control. We analyzed laws such as the Public Gatherings Act, the Police Powers and Duties Act, and relevant entity-level legislation in Bosnia and Herzegovina. Our findings show that Slovenia has a centralized and uniform legal structure, whereas Bosnia and Herzegovina’s framework is fragmented across entities and the Brčko District, which affects the effectiveness of event policing. The thesis highlights the importance of coordination between the police and event organizers, timely risk assessments, and the lawful and proportionate use of police powers. When it comes to crowd control, we identified differences in approach: Slovenia emphasizes dialogue and prevention, while Bosnia and Herzegovina often responds reactively. Our analysis shows that both countries can improve existing practices through the exchange of experiences and the adoption of shared standards. We conclude that the police play a vital role in ensuring safe public events, which requires professionalism, legal accountability, and respect for human rights.
