Title:Uporaba živali v slovenski policiji v primerjavi z drugimi državami : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Diplomsko delo obravnava vlogo, organizacijo, zakonodajo in etične vidike uporabe službenih živali v policiji. Poudarek je na praksi v Sloveniji in primerjavi z državami, kot so Nemčija, Velika Britanija, ZDA, Rusija in Kitajska. Analizirana je učinkovitost uporabe živali, njihova zaščita, etične dileme ter vpliv sodobne tehnologije. Psi in konji predstavljajo pomembno podporo policijskemu delu – pri odkrivanju, sledenju, vzdrževanju reda in delu z javnostjo. V Sloveniji ima uporaba psov dolgo tradicijo, izzivi pa ostajajo v zvezi z zakonodajo in skrbjo po upokojitvi. Uporabljene so bile opisna, pravna in primerjalna metoda ter analiza sekundarnih virov. Tretje poglavje izpostavlja organizacijo dela z živalmi in usposabljanje na Policijski akademiji. Primerjalna analiza pokaže, da Nemčija izstopa po dobrobiti, Velika Britanija po zakonodaji, ZDA po raznolikosti uporabe, Kitajska po čustveni navezanosti in Rusija po zgodnji vzgoji, a z etičnimi težavami. Tehnologija dopolnjuje delo živali, a jih ne nadomešča. Priporočila vključujejo pravno zaščito živali po upokojitvi, izboljšanje pogojev in boljšo integracijo tehnologije. Sklepno je bilo ugotovljeno, da so službene živali nepogrešljiv del varnostnega sistema, ki zahteva strokovno in etično ravnanje.

Title:The use of animals in the slovenian police compared to other countries
Abstract:Service animals, dogs, horses, police.
Keywords:The thesis deals with the role, organization, legislation and ethical aspects of the use of service animals in the police. The emphasis is on practice in Slovenia and in comparison with countries such as Germany, Great Britain, the USA, Russia and China. The effectiveness of the use of animals, their protection, ethical dilemmas and the impact of modern technology are analyzed. Dogs and horses represent an important support for police work – in detection, tracking, maintaining order and working with the public. In Slovenia, the use of dogs has a long tradition, but challenges remain related to legislation and care after retirement. Descriptive, legal and comparative methods as well as analysis of secondary sources were used. The third chapter highlights the organization of work with animals and training at the Police Academy.
