Abstract:Diplomsko delo z naslovom Uporaba prisilnih sredstev proti množici na nogometnih tekmah – analiza tekem med NK Maribor in NK Olimpija med leti 2018–2023 obravnava uporabo prisilnih sredstev na nogometnih tekmah z visokim varnostnim tveganjem. Derbiji med NK Maribor in NK Olimpija veljajo za dogodke, kjer pogosto sodeluje večje število policistov, tudi pripadnikov posebne policijske enote. Osrednje raziskovalno vprašanje se je glasilo, v kakšnem obsegu in pod kakšnimi pogoji se na teh tekmah uporabljajo prisilna sredstva. Zaradi omejenega dostopa do uradnih podatkov so bile analizirane javno dostopne statistike, medijska poročila in intervju s policistom spotterjem, ki je osvetlil priprave, varovanje in intervencijske postopke. Analiza je pokazala, da do največ napetosti prihaja pred začetkom tekem, zlasti ob organiziranem prihodu navijačev. Takrat policija najpogosteje ukrepa zaradi fizičnih spopadov in uporabe pirotehnike. Prisilna sredstva se uporabljajo redko, predvsem ob resnih incidentih. Kljub pomanjkanju podatkov za posamezne tekme se kaže trend zmanjševanja kršitev, pri čemer je pomemben vpliv imela tudi pandemija covida-19. Vloga policistov spotterjev se je izkazala za ključno pri ohranjanju mirnega vzdušja in učinkovitem preprečevanju incidentov.

Title:Use of police powers against the crowd at football matches - analysis of matches between fc maribor and fc olimpija between the years 2018-2023
Abstract:The thesis titled Use of Coercive Measures Against Crowds at Football Matches – Analysis of Matches Between NK Maribor and NK Olimpija from 2018 to 2023 examines the use of coercive measures at football matches with a high security risk. The derbies between NK Maribor and NK Olimpija are considered high-risk events that often require the presence of a large number of police officers, including members of the special police unit. The main research question was to determine the extent and conditions under which coercive measures are used at these matches. Due to limited access to official data, the research was based on publicly available police statistics, media reports, and an interview with a police spotter, who provided insight into the preparations, security measures, and intervention procedures. The analysis showed that the highest tensions typically arise before the start of the matches, particularly during the organized arrival of fans. At such times, police most frequently intervene to prevent physical altercations and the use of pyrotechnics. Coercive measures are rarely used, mainly in cases of serious incidents. Although the available data did not allow for analysis of individual matches, the findings indicate a decreasing trend in violations, with the COVID-19 pandemic significantly influencing the situation. The role of police spotters proved to be crucial in maintaining a peaceful atmosphere and effectively preventing incidents.
