Title:Vpliv platforme airbnb na stanovanjski trg v evropskih mestih

Abstract:Diplomsko delo obravnava vpliv platforme Airbnb na stanovanjske trge v evropskih mestih, s poudarkom na tveganjih kratkoročnega oddajanja, vplivu na cene nepremičnin in najemnin ter regulativnih odzivih mest. Raziskava temelji na študiji treh mest – Barcelone, Londona in Ljubljane – in analizira, kako različni konteksti vplivajo na stanovanjsko politiko in regulacijo. Osrednji del naloge proučuje upravljanje tveganj, povezanih z oddajanjem nepremičnin preko Airbnb. Izpostavljena so ključna vprašanja, kot so pravna skladnost, varnost in odgovornost gostiteljev, vpliv ocen gostov na uspešnost oglasov ter zapletenost davčnih in zakonskih obveznosti. Ugotovitve kažejo, da neustrezno upravljanje teh tveganj povečuje finančne in pravne posledice za gostitelje, hkrati pa negativno vpliva na zaupanje gostov v platformo. Poglavje o vplivu Airbnb na nepremičninski trg razkriva, da širjenje kratkoročnih najemov pogosto vodi v zvišanje cen nepremičnin in dolgoročnih najemnin. To je še posebej izrazito v turistično priljubljenih mestih, kjer lastniki dajejo prednost kratkoročnemu oddajanju pred dolgoročnimi najemi. V mestih z večjimi omejitvami, kot so omejitve trajanja oddajanja in strogi nadzor nad registracijo gostiteljev, so negativni učinki manj izraziti, kar potrjuje pomembnost regulacijskih ukrepov. Primerjava Barcelone, Londona in Ljubljane v zaključnem delu raziskave poudarja, da ima Airbnb različen vpliv glede na velikost in značilnosti mest. V Barceloni, ki je pod močnim pritiskom turizma, so se oblasti odzvale z ostrimi ukrepi, kot so stroge omejitve in visoke kazni za nelegalno oddajanje. London se osredotoča na uravnotežen pristop, ki omogoča večjo prožnost gostiteljem, medtem ko v Ljubljani regulacija ostaja manj razvita, kar omogoča hitrejšo rast kratkoročnih najemov in večje tveganje za lokalne prebivalce. Diplomsko delo zaključuje, da je uspešno upravljanje Airbnb odvisno od kombinacije strogih regulativnih ukrepov in proaktivnega vključevanja vseh deležnikov. Predlagane rešitve vključujejo prilagojeno regulacijo glede na lokalne razmere, boljši nadzor nad skladnostjo s predpisi ter zaščito dostopnosti stanovanj za lokalne prebivalce.

Title:The impact of the airbnb platform on the housing market in european cities
Abstract:The thesis examines the impact of the Airbnb platform on housing markets in European cities, focusing on the risks of short-term rentals, the effect on property prices and rental rates, and the regulatory responses of cities. The research is based on a case study of three cities—Barcelona, London, and Ljubljana—and analyzes how different contexts influence housing policies and regulation. The central part of the thesis explores risk management associated with renting properties via Airbnb. Key issues such as legal compliance, safety and liability of hosts, the influence of guest reviews on the success of listings, and the complexity of tax and legal obligations are highlighted. Findings reveal that inadequate risk management increases financial and legal consequences for hosts while negatively affecting guest trust in the platform. The chapter on Airbnb’s impact on the property market reveals that the expansion of short-term rentals often leads to rising property prices and long-term rental rates. This is especially pronounced in tourist-heavy cities, where property owners prioritize short-term rentals over long-term leases. In cities with stricter regulations, such as limits on rental duration and rigorous oversight of host registration, negative impacts are less significant, underscoring the importance of regulatory measures. A comparison of Barcelona, London, and Ljubljana in the final part of the research emphasizes that Airbnb’s impact varies depending on the size and characteristics of the cities. In Barcelona, under heavy tourism pressure, authorities have responded with strict measures, such as stringent limitations and high penalties for illegal rentals. London adopts a more balanced approach, allowing greater flexibility for hosts, while regulation in Ljubljana remains less developed, enabling faster growth of short-term rentals and posing greater risks for local residents. The thesis concludes that successful management of Airbnb depends on a combination of strict regulatory measures and proactive engagement with all stakeholders. Proposed solutions include tailored regulations based on local circumstances, improved oversight of compliance, and safeguarding the accessibility of housing for local residents.
