Title:Analiza uporabe pirotehničnih izdelkov med božično-novoletnimi prazniki : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:V diplomskem delu je bila opravljena analiza uporabe pirotehničnih izdelkov med božično – novoletnimi prazniki v Sloveniji v obdobju 2012 – 2022. Poudarek je bil na statističnem pregledu kršitev zakonodaje, poškodb, poškodovanja premoženja in zasegov pirotehničnih izdelkov, pri čemer je bila uporabljena kombinacija opisne in primerjalne metode. Glavni cilj je bil preveriti zastavljene hipoteze in ugotoviti, ali obstajajo dolgoročni trendi, ki bi nakazovali napredek ali poslabšanje stanja na tem področju. Analiza je pokazala, da število kršitev in poškodb ne sledi enotnemu trendu naraščanja ali upadanja, temveč kaže na izrazita nihanja, ki jih pogosto povzročajo zunanji dejavniki, kot so zakonodajne spremembe ali ukrepi za zajezitev virusa COVID-19. prav tako ni bilo zaznati doslednega porasta zasegov pirotehničnih sredstev. Ugotovljeno je bilo, da so mladoletniki med najpogostejšimi udeleženci nesreč povezanih s pirotehniko, ter da pri poškodbah prevladujejo primeri lažje narave. Delna potrditev hipotez kaže na kompleksnost problema in potrebo po nadaljnji analizi. Ugotovitve poudarjajo pomen preventivnih aktivnosti, nadzora in ozaveščanja, saj zakonodaja brez učinkovitega izvajanja ne prinaša zadostnih rezultatov.

Title:Analysis of the use of pyrotechnic product during the christmas and new year holidays
Abstract:The thesis presents an analysis of the use of pyrotechnic products during the Christmas and New Year holidays in Slovenia in the period from 2012 to 2022. The emphasis was on a statistical review of legal violations, injuries, material damage and seizures of pyrotechnic products. A combination of descriptive and comparative methods was used. The main goal was to examine the proposed hypotheses and determine whether long-term trends indicate progress or deterioration in this area. The analysis showed that the number of violations and injuries does not follow a consistent upward or downward trend, but fluctuates significantly, often due to external factors such as legislative changes or measures related to the containment of the COVID-19 virus. There is also no constant growth in the number of seized pyrotechnic products. It was found that minors are among the most common participants in incidents involving pyrotechnics and that minor injuries prevail in most cases. The partial confirmation of the hypotheses reflects the complexity of the issue and emphasizes the need for further analysis. The findings highlight the importance of preventive action, surveillance and public awareness, as legislation alone does not produce sufficient results without effective implementation.
