Title:Primerjalna analiza okvirov digitalnih kompetenc z vidika informacijske ter kibernetske varnosti : diplomsko delo visokošolskega študijskega programa Informacijska varnost

Abstract:Zaključno delo se je osredotočilo na primerjalno analizo okvirov digitalnih kompetenc z vidika informacijske in kibernetske varnosti. Namen raziskovalnega dela je bil ugotoviti v kolikšni meri posamezni okviri obravnavajo področje varnosti, kako strukturirajo digitalne kompetence ter katera področja kompetenc naslavljajo. Analiza je temeljila na strukturiranem pregledu virov in splošni ter vsebinski primerjavi okvirov, pri čemer je bilo v primerjalno analizo vključenih skupno 41 okvirov. Rezultati analize so pokazali, da se okviri med seboj razlikujejo glede na stopnjo vključevanja informacijske in kibernetske varnosti, prilagajanja ciljni populaciji in po njihovi strukturi digitalnih kompetenc. Manjši delež okvirov vključuje varnost kot samostojno kategorijo, kjer jasno opredelijo digitalne kompetence, večina okvirov pa varnost obravnava bolj posredno ali pa sploh ne. Teme s področja varnosti, kot so zaščita podatkov, prepoznavanje spletnih groženj in varna uporaba spleta, so sicer pogosto omenjene vendar pretežno obravnavane le kot osnovne vedenjske smernice brez poglobljene vsebine. Večina okvirov varnost vključuje z omejenim obsegom in brez obravnave bolj zahtevnih in aktualnih varnostnih izzivov, kar zmanjšuje njihovo uporabnost za razvoj celovitih varnostnih kompetenc. Ugotovljeno je bilo tudi, da večina okvirov ni posebej prilagojena ranljivim ciljnim skupinam, kot so otroci, starejši ali digitalno manj pismeni posamezniki. Prav tako več kot polovica analiziranih okvirov ne vključuje smernic za ocenjevanje ali certificiranje kompetenc, kar omejuje njihovo uporabnost v izobraževalnem ali poklicnem okolju. Rezultati raziskovalnega dela poudarjajo potrebo po bolj enotnem in celostnem vključevanju tem informacijske in kibernetske varnosti v okvire digitalnih kompetenc.

Title:Comparitive analysis of digital competences frameworks in terms of information and cybersecurity fields
Abstract:The thesis focused on a comparative analysis of digital competence frameworks in terms of information and cybersecurity fields. The purpose of the research was to determine the extent to which frameworks address the topic of security, how they structure digital competences, and which areas of competencies they cover. The analysis was based on a structured review of sources, a general comparison, and a content-based comparison of frameworks, with 41 frameworks included in the comparative analysis. The results of the analysis revealed that digital competence frameworks differ in the degree to which they include information security and cybersecurity, how they adapt to their target audience, and in their structuring of digital competencies. A smaller share of the frameworks include security as a standalone category with clearly defined competencies, while most address security only indirectly or not at all. Security-related topics, such as data protection, recognizing security threats, and safe use of the internet, are mentioned often, but are usually not described in detail. Most frameworks include security only in a limited scope, lacking coverage of more complex and current cybersecurity challenges, which reduces their usefulness for the development of comprehensive security competencies. It was also found that most frameworks are not specifically adapted to vulnerable target groups, such as children, the elderly, or individuals with lower levels of digital literacy. Furthermore, more than half of the analyzed frameworks do not include guidelines for the assessment or certification of competencies, which limits their use in educational or professional environments. The results of the study highlight the need for more consistent and comprehensive integration of information security and cybersecurity themes into digital competence frameworks.
