Title:Dejavniki korupcije in njen vpliv na gospodarsko rast v državah evropske unije

Abstract:Korupcija predstavlja obliko iskanja rente in omogoča vplivanje na politiko v korist posameznikov. Opredeljena je kot zloraba javnih pooblastil za zasebne koristi in je endemična značilnost političnega življenja po vsem svetu. Koruptivna ravnanja so splošno obsojana in so pogosto tarča zakonov in preiskav, pri čemer velik del javnega ogorčenja izhaja iz splošno sprejetega prepričanja o njihovih škodljivih učinkih na gospodarstvo. Vpliv korupcije na gospodarsko rast je predmet obsežne literature, ki pa pri svojih izsledkih ni dosledna. Teoretično in empirično literaturo o korupciji lahko povzamemo z dvema nasprotujočima si stališčema: »peskanje« in »podmazovanje« gospodarskih koles. Zagovorniki prvega stališča se strinjajo glede negativne povezave med korupcijo in gospodarsko rastjo, medtem ko drugi avtorji trdijo, da je odnos med korupcijo in gospodarsko rastjo vključujoč ter da obstaja optimalni prag korupcije, nad katerim se raven gospodarske rasti poveča. V pričujočem magistrskem delu smo a) definirali determinante korupcije in b) oblikovali model za preverbo upravičenosti prepričanja o negativnih učinkih korupcije na gospodarsko rast. Pri definiranju njenih dejavnikov smo jih razdelili na socialne in gospodarske, s poudarkom na slednjih. Za drugo točko smo oblikovali regresijski model, kjer smo korupcijo povezali z gospodarsko rastjo, in ga preizkusili na 27 državah Evropske unije. Vključili smo kontrolne spremenljivke iz več podatkovnih zbirk, med njimi Transparency International, Svetovna banka, IMF in Eurostat. Za časovno obdobje od leta 1998 do 2023 smo ugotovili, da so dokazi, ki podpirajo hipotezo o pozitivnem vplivu korupcije na gospodarsko rast, zelo šibki. Namesto tega smo zasledili močno negativno povezavo med korupcijo in gospodarsko rastjo.

Title:The determinants of corruption and its effect on economic growth in european union countries
Abstract:Corruption represents a form of rent-seeking and enables the manipulation of policies for the benefit of individuals. It is defined as the abuse of public power for private gain and is an endemic feature of political life worldwide. Corrupt activities are widely condemned and are often the target of laws and investigations, with much public outrage stemming from the widely accepted belief in their detrimental effects on the economy. The impact of corruption on economic growth is the subject of extensive literature, which, however, is inconsistent in its findings. The theoretical and empirical literature on corruption can be summarized into two opposing viewpoints: the "sand in the wheels" and the "grease the wheels" hypotheses. Proponents of the first viewpoint agree on a negative correlation between corruption and economic growth, while other authors argue that the relationship between corruption and economic growth is inclusive and that there exists an optimal threshold of corruption above which the level of economic growth increases. In this master's thesis, we a) defined the determinants of corruption and b) developed a model to test the validity of the belief in the negative effects of corruption on economic growth. In defining its factors, we divided them into social and economic, with an emphasis on the latter. For the second point, we developed a regression model where we linked corruption to economic growth and tested it in 27 European Union countries. We included control variables from several data sources, including Transparency International, the World Bank, the IMF, and Eurostat. For the period from 1998 to 2023, we found that the evidence supporting the hypothesis of a positive impact of corruption on economic growth is very weak. Instead, we observed a strong negative relationship among corruption and economic growth.
