Title:Kibernetska odpornost sektorja pitne in odpadne vode kot kritične infrastrukture : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Sektor oskrbe s pitno vodo in odpadnimi vodami je temeljnega pomena za varno, zdravo in stabilno delovanje sodobne družbe. V zadnjih letih se ta sektor hitro digitalizira – uvajajo se pametni merilni sistemi, nadzorni sistemi SCADA in naprave interneta stvari (IoT), ki omogočajo oddaljen nadzor in avtomatizacijo procesov. Kljub številnim prednostim digitalizacija prinaša tudi nova tveganja, saj izpostavlja vodno infrastrukturo kibernetskim grožnjam. Napadi, kot so izsiljevalska koda, napadi DDoS, vdori v nadzorne sisteme ali manipulacija podatkov, lahko povzročijo hude posledice: od onesnaženja pitne vode do motenj v oskrbi in celo ogrožanja človeških življenj. Evropska unija se na to odziva z zakonodajo, kot so Direktiva NIS2, Direktiva CER in Uredba o kibernetski odpornosti (CRA), ki skupaj tvorijo regulativni okvir za zaščito kritične infrastrukture. Diplomsko delo obravnava kibernetsko odpornost v slovenskem vodnem sektorju skozi analizo zakonodajnega okvira, pregled aktualnih groženj in oceno pripravljenosti podjetij. Osrednji del raziskave temelji na polstrukturiranih intervjujih z odgovornimi osebami v vodovodnih podjetjih. Cilj je prepoznati ključne ranljivosti, stopnjo zavedanja ter oblikovati priporočila za povečanje kibernetske odpornosti v sektorju. Poseben poudarek je namenjen implementaciji evropskih direktiv, praktičnim izzivom podjetij in vlogi sodelovanja z državnimi organi.

Title:Cyber resilience of the drinking and wastewater sector as critical infrastructure
Abstract:The water and wastewater sector is a crucial pillar of critical infrastructure, ensuring public health, safety, and environmental balance. In recent years, this sector has undergone rapid digitalization, adopting smart meters, SCADA control systems, and Internet of Things (IoT) devices that enable remote management and automation. While these technologies enhance efficiency, they also introduce significant cybersecurity risks. Cyberattacks—such as ransomware, DDoS, unauthorized access, and data manipulation—can result in serious consequences, including water contamination, service disruptions, and threats to human health. In response, the European Union has implemented regulatory frameworks such as the NIS2 Directive, the Critical Entities Resilience Directive (CER), and the Cyber Resilience Act (CRA), aiming to ensure a high common level of cybersecurity and operational continuity. This thesis examines cyber resilience in the Slovenian water sector by analysing the legal framework, identifying current threats, and assessing the preparedness of utility providers. The research is based on semi-structured interviews with key personnel from water utilities and focuses on practical vulnerabilities, organizational challenges, and awareness of EU cybersecurity obligations. The findings inform a set of recommendations to strengthen cyber resilience, improve policy implementation, and enhance cooperation between operators and national authorities, ensuring long-term protection of essential water infrastructure.
