Title:Povratništvo v evropskih državah : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Povratništvo predstavlja pomemben izziv za kazenskopravne sisteme po vsem svetu. V zaključnem delu smo preučili razlike v povratništvu in pristopih k obvladovanju povratništva v izbranih evropskih državah, ki vključujejo Norveško, Nizozemsko, Španijo, Srbijo, Francijo, Irsko, Veliko Britanijo, Rusijo, Albanijo in Slovenijo. V prvem delu zaključnega dela smo se osredotočili na različne opredelitve povratništva, ki je v večini opredeljeno kot ponovitev kaznivega dejanja po izreku kazni ter o različnih dejavnikih, ki vplivajo na povratništvo, vključno z različnimi pristopi k zmanjšanju povratništva, kot so programi rehabilitacije in reintegracije. Izvedli smo pregled obstoječih študij v izbranih državah. V drugem delu zaključnega dela smo izvedli primerjalno analizo povratništva med izbranimi evropskimi državami, kar nam je omogočilo primerjavo med državami in identifikacijo podobnosti in razlik v merjenju ter obsegu povratništva obsojencev. Ugotovili smo, da ima Norveška najnižji delež povratnikov v Evropi, ki je precej nižji kot v drugih omenjenih državah, kar pripisujemo njihovim naprednim strategijam rehabilitacije. Nasprotno imata Rusija in Albanija najvišje deleže povratnikov med obravnavanimi evropskimi državami, kar je rezultat zastarelih metod in pomanjkanja reform v njihovih sistemih. Ugotovili smo, da na zmanjševanje povratništva vplivajo programi rehabilitacije, ki vključujejo dostop obsojencev do izobraževanja, poklicnega usposabljanja in ustrezno podporo po izpustu iz zapora. Nenehna evalvacija in prilagoditev rehabilitacijskih sistemov sta ključni za obvladovanje kompleksnosti povratništva ter izboljšanje učinkovitosti kazenskih pravosodnih sistemov po vsej Evropi.

Title:RECIDIVISM IN EUROPEAN COUNTRIES
Abstract:Recidivism poses a significant challenge to criminal justice systems around the world. In this thesis, we examined differences in recidivism and approaches to recidivism management in selected European countries, including Norway, the Netherlands, Spain, Serbia, France, Ireland, Great Britain, Russia, Albania, and Slovenia. In the first part of the bachelor's thesis, we focused on different definitions of recidivism, which is mostly described as the reoffending after the sentence has been imposed, and different factors that influence recidivism, including different approaches to reducing recidivism, such as rehabilitation and reintegration programs. We conducted a review of existing studies among the chosen European countries. In the second part of the thesis, we conducted a comparative analysis of the recidivism rate among selected European countries, which allowed us to compare countries and identify similarities and differences in the measurement and scope of recidivism among convicts. We found that Norway leads with the lowest recidivism rate in Europe, which is significantly lower than that of the other compared countries, which we attribute to their advanced rehabilitation strategies. On the other hand, Russia and Albania have one of the highest recidivism rates among the analysed European countries, which is the result of outdated methods and a lack of reforms in their systems. Our research finds that recidivism can be reduced through effective rehabilitation programs that include inmates' access to education, vocational training, and appropriate support after release from prison. Continuous evaluation and adaptation of rehabilitation systems are crucial to managing the complexity of recidivism and improving the effectiveness of criminal justice systems across Europe.
