Title:Možnost delovanja zasebnega varovanja na področju izvrševanja nalog pravosodne policije : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Slovenska pravosodna policija se sooča s kadrovsko stisko, ki prinaša vse večje izzive pri zagotavljanju varnosti v zaporih, trenutno pa se stanje ureja le z začasnimi ukrepi. Medtem ko se v tujini, predvsem v ZDA in Združenem kraljestvu, že dolgo poslužujejo privatizacije zaporov in vključevanja zasebnega sektorja, kar prinaša tako prednosti kot tudi etične dileme in pomisleke, pa evropske države, kot sta Nemčija in Švedska, kažejo bolj zadržan pristop z delnim sodelovanjem pri določenih storitvah. Slovensko zasebno varovanje je dobro organizirano, beleži rast in že uspešno sodeluje z državo pri varovanju javnih objektov ter večine kritične infrastrukture. S tem dokazuje, da bi bilo lahko kos določenim nalogam, ki jih sedaj opravlja pravosodna policija. Vendar pa trenutna zakonodaja predstavlja glavno oviro za širše vključevanje zasebnega varovanja v delovanje zaporov in neposredno delo z obsojenci. Ugotovitve diplomske naloge prinašajo predloge kratkoročnih, srednjeročnih in dolgoročnih scenarijev za vključevanje zasebnega varovanja. Zasebno varovanje bi tako lahko prevzelo pomožne in tehnične naloge, kot so nadzor obiskovalcev, kontrola vstopa in izstopa oseb ter prtljage s tehničnimi sredstvi (npr. RTG), upravljanje videonadzora in alarmnih sistemov, ter varovanje zunanjega oboda zaporskih objektov. Ob ustreznih zakonodajnih spremembah in specialističnih usposabljanjih bi zasebni varnostniki lahko sodelovali tudi pri spremstvih obsojencev na sodišča ali k zdravniku. Za uresničitev teh možnosti je nujna celovita sistemska rešitev, ki vključuje prilagoditev zakonodaje, natančno opredelitev pooblastil, pogojev in nadzora ter predvsem politična volja za spremembe.

Title:Possibilities of private security in the field of judicial police tasks
Abstract:The Slovenian Prison Service is facing a staffing shortage that brings increasing challenges in ensuring security within prisons, while the current situation is addressed only through temporary measures. In contrast, abroad—particularly in the United States and the United Kingdom—prison privatization and the involvement of the private sector have long been practiced, which brings both advantages as well as ethical dilemmas and concerns. European countries such as Germany and Sweden, however, demonstrate a more cautious approach with partial involvement in specific services. The Slovenian private security sector is well organized, has been growing, and already successfully cooperates with the state in protecting public facilities as well as most of the critical infrastructure. This shows that it could be capable of assuming certain tasks currently performed by the Prison Service. Nevertheless, the existing legislation represents the main obstacle to a broader inclusion of private security in prison operations and direct work with inmates. The findings of this thesis propose short-term, medium-term, and long-term scenarios for involving private security. Private security providers could thus take over auxiliary and technical duties, such as screening visitors, controlling entry and exit of persons and luggage with technical devices (e.g., X-ray), operating video surveillance and alarm systems, and securing the external perimeter of prison facilities. With appropriate legislative changes and specialized training, private security officers could also participate in escorting inmates to courts or medical appointments. Achieving these possibilities requires a comprehensive systemic solution, which includes adapting legislation, clearly defining powers, conditions, and oversight, and, above all, the political will to implement change.
