Title:Spremembe na področju potrošniškega kreditiranja

Abstract:V teoretičnem delu diplomske naloge smo se osredotočili na preučevanje vpliva sprememb potrošniškega kreditiranja. Opredelili smo potrošniško kreditiranje in predstavili vse njegove ključne lastnosti in udeležence. Ugotovili smo, da obstaja več vrst potrošniških kreditov, kot so osebni, zeleni, hitri in revolving krediti. Preučili smo tudi zakonodajni okvir v Sloveniji, ki temelji na ZPotK-2, in ugotovili, da ta zakon temelji na Direktivi 2008/48/ES. To direktivo bo zamenjala Direktiva 2023/2225/EU, saj sta hiter tehnološki razvoj in digitalizacija prinesla pomembne spremembe na trg potrošniških kreditov. Opisali in ugotovili smo poglavitne rešitve in ključne novosti predloga zakona ter kakšen jenjegov vpliv na potrošnike in kreditodajalce. V empiričnem delu smo želeli ugotoviti, kakšen je odziv potrošnikov na spremembe. Raziskali smo, koliko jih je že kdaj najelo potrošniški kredit, za kakšen namen in če ali bi se za ta kredit odločili še enkrat odločili za ta kredit., malo Mmanj kot polovica anketiranih je že najela kredit, niso pa vsi mnenja, da bi se zanj to še enkrat odločili. Ugotovili smo, da je samo tretjina (31 %) seznanjena s predlogom Zakona o potrošniških kreditih. in nNajveč jih je za to zanj izvedelo prek medijev. Ugotovili smo tudi, da so ljudje mnenja, da spremembe o ZPotK-3 niso dovolj jasno predstavljene javnosti in da največ anketirancev želi dobiti te informacije na spletnih straneh bank.

Title:Changes in the field of consumer lending
Abstract:In the theoretical part of the thesis, we focused on studying the impact of changes in consumer lending. We defined consumer lending and presented all its key characteristics and participants. We found that there are several types of consumer credit, such as personal, green, quick, and revolving credit. We also examined the legislative framework in Slovenia, which is based on the Consumer Credit Act (ZPotK-2), and found that this act is based on Directive 2008/48/EC. This directive will be replaced by Directive 2023/2225/EU, as rapid technological development and digitalization have brought significant changes to the consumer credit market. We described and identified the main solutions and key innovations of the draft law and its impact on consumers and lenders. In the empirical part, we wanted to determine how consumers are responding to the changes. We investigated how many of them had ever taken out a consumer loan, for what purpose, and whether they would decide to take out such a loan again. Just under half of those surveyed had already taken out a loan, but not all of them would decide to do so again. We found that only a third (31%) were familiar with the proposed Consumer Credit Act, and most of them had learned about it through the media. We also found that people believe that the changes to ZPotK-3 are not presented clearly enough to the public and that most respondents would like to obtain this information on bank websites.
