Abstract:Diplomska naloga se je osredotočala na primerjavo usposabljanja policijske konjenice v Republiki Sloveniji in zvezni državi New York (ZDA). Konjeniške enote, kot posebne enote policije, opravljajo naloge vzdrževanja javnega reda, nadzora množic in patruljiranja na težko dostopnih območjih in v mestih. Namen naloge je bil ugotoviti, kako se usposabljanje konj in policistov konjenikov razlikuje glede na okolijske, pravne in organizacijske razmere v obeh okoljih, ter kakšen vpliv imajo te razlike na operativno učinkovitost in vlogo enot v skupnosti. Primerjalna analiza je temeljila na kvalitativni in kvantitativni analizi sekundarnih virov, zakonodaje ter strokovne literature. Vključevala je tudi analizo zgodovinskega razvoja konjeniških enot, tehničnih zahtev za izbiro konj in kadrov, strukturiranih postopkov usposabljanja ter vsakodnevnega operativnega delovanja. Ključen empirični prispevek naloge je predstavljal strukturiran intervju z inštruktorjem slovenske policijske konjenice, ki osvetljuje konkretne prakse in izzive na terenu. Ugotovitve so pokazale, da konjeniške enote v Sloveniji delujejo v mešanem okolju (urbano–naravnem), zato je njihovo usposabljanje bolj vsestransko, s poudarkom na taktiki, preživetju v naravi in odzivanju na različne dražljaje. NYPD pa je specializiran za gosto urbano okolje, kar zahteva intenzivno senzorično navajanje konj ter poudarjeno psihofizično pripravljenost policistov. V Sloveniji policisti za konje skrbijo in jih trenirajo sami, v NYPD pa sodelujejo tudi civilni pomočniki. Pravno gledano je razlika predvsem v statusu konja – v Sloveniji kot sredstvo, v ZDA pa kot pravno zaščitena »službena oseba«. Zaključki so pokazali, da je možno določene pristope prenesti na oba sistema. Priporočamo nadaljnjo standardizacijo usposabljanja, večjo institucionalno podporo konjeniškim enotam in več mednarodnega sodelovanja. Rezultati prispevajo k razumevanju pomena policijske konjenice v sodobnem času, kjer konj ni le orodje, temveč del varnostnega sistema z edinstveno funkcijo vzpostavljanja stika z javnostjo in simbolne prisotnosti varnosti v prostoru.

Title:Comparison of mounted police training between slovenia and the state of new york (usa)
Abstract:The thesis focused on comparison of mounted police training in the Republic of Slovenia and the State of New York (USA). Mounted units, as a specialized branch of law enforcement, carry out tasks, such as maintaining public order, crowd control, and patrolling in difficult-to-access areas and urban environments. The aim of the thesis was to determine how the training of horses and mounted officers differ based on environmental, legal, and organizational conditions in both contexts, and how these differences affect operational efficiency and the role of the units in the community. The comparative analysis was based on qualitative and quantitative analysis of secondary sources, legislation, and expert literature. It also included an examination of the historical development of mounted units, technical criteria for the selection of horses and personnel, structured training procedures, and everyday operational duties. A key empirical contribution of the thesis was a structured interview with an instructor of the Slovenian mounted police unit, which highlighted specific practices and challenges encountered in the field. The findings showed that mounted units in Slovenia operated in a mixed environment (urban–natural), which required more versatile training with an emphasis on tactics, survival skills in nature, and responsiveness to various stimuli. The NYPD, on the other hand, is specialized for dense urban settings, demanding intensive sensory desensitization of horses and heightened psychophysical readiness of officers. In Slovenia, officers themselves care for and train the horses, whereas in the NYPD, civilian assistants also participate. From a legal standpoint, the main difference lays in the status of the horse – considered a tool in Slovenia and a legally protected “official entity” in the U.S. The conclusions indicated that certain practices could be transferred between the systems. They recommended further standardization of training, stronger institutional support for mounted units, and increased international cooperation. The results contributed to a better understanding of the role of mounted police in the modern era, where the horse is not merely a tool, but an integral part of the security system with a unique role in public engagement and symbolic presence of safety in public spaces.
