| Opis: | The final thesis focuses on (over)crowding of Slovenian prisons. In the first part, various concepts of prison capacities and their occupancy, as well as factors influencing prison overcrowding, are presented. In the second part of the thesis, we focus on the situation in the Slovenian prison system. The development of the Slovenian prison system is described from the perspective of increasing spatial capacities in the period 2000–2024. At the same time, we analysed statistical data on the occupancy of Slovenian prisons in the same period. Overcrowding has been present in individual Slovenian prisons for almost twenty years, and in the last three years, overcrowding has significantly increased and spread to almost all Slovenian prisons. The reasons for overcrowding are numerous and complex, interconnected, and vary in different time periods. Nevertheless, it can be summarised that the main reasons for overcrowding are primarily the tightening of the penal policy, excessive use and duration of detention, limited use of possible legislative alternatives to detention and imprisonment, recidivism, lengthy criminal proceedings, and finally, the lack of spatial capacities. In conclusion, possible solutions that could, in the long term, contribute to solving the spatial problems in the Slovenian prison system are presented. |
