Title:Ukrepi države ob energetski krizi 2024: vpliv subvencij, davčnih olajšav in regulacij cen na gospodinjstva in gospodarstvo

Abstract:Diplomska naloga obravnava ukrepe energetske politike, ki jih je Republika Slovenija sprejela kot odziv na energetsko krizo v letih po 2021 z osredotočenostjo na njihove učinke na mikro in mala podjetja. V analitičnem delu so bolj podrobno analizirani trije ključni ukrepi: regulacija cen energentov, davčne olajšave za energetsko učinkovitost ter možnosti sofinanciranja investicij. Na osnovi empirične študije primera podjetja iz kovinsko-predelovalne dejavnosti so analizirani konkretni vplivi gibanja cen električne energije in tehničnih plinov na poslovanje ter posredno ocenjena vloga državnih ukrepov. Ugotovitve kažejo, da je bila regulacija cen učinkovita kot kratkoročen stabilizacijski mehanizem, vendar dolgoročno ne spodbuja energetske učinkovitosti. Davčne olajšave in naložbene spodbude imajo potencialno večji trajnostni učinek, vendar je njihova uporaba v praksi pogosto omejena zaradi pomanjkanja informacij ali administrativnih ovir. Primerjalna analiza ukrepov v Nemčiji, Italiji in Avstriji potrjuje pomembnost strateške usmerjenosti, ciljno usmerjenih pomoči in vlaganj v odpornost energetskega sistema. Na tej osnovi so oblikovana priporočila za prihodnje krizne odzive, ki poudarjajo potrebo po večji prilagodljivosti, transparentnosti in usmerjenosti k dolgoročnim rešitvam.

Title:State measures towards the 2024 energy crisis: the impact of subsidies, tax benefits and price regulation on households and economy
Abstract:The thesis discusses the energy policy measures adopted by the Republic of Slovenia in response to the energy crisis in the years after 2021, with a focus on their effects on micro and small enterprises. The analytical part analyses three key measures in more detail: energy price regulation, tax breaks for energy efficiency and investment co-financing options. Based on an empirical case study of a company in the metal processing industry, the specific impacts of electricity and technical gas price movements on business are analysed, and the role of state measures is indirectly assessed. The findings show that price regulation was effective as a short-term stabilisation mechanism, but does not promote energy efficiency in the long term. Tax breaks and investment incentives have a potentially greater sustainable impact, but their use in practice is often limited due to a lack of information or administrative barriers. A comparative analysis of measures in Germany, Italy and Austria confirms the importance of strategic orientation, targeted assistance and investments in the resilience of the energy system. On this basis, recommendations for future crisis responses have been formulated, emphasizing the need for greater flexibility, transparency, and a focus on long-term solutions.
