Title:AMOK situacije v zdravstvenih ustanovah : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Amok situacije v zdravstvenih ustanovah predstavljajo eno najnevarnejših oblik nasilja. Psihološki, sociološki in pravni vidiki so bili preučeni, s poudarkom na institucionalni nepripravljenosti in pomanjkanju kriznih protokolov. Ugotovljeno je bilo, da amok situacije izstopajo po svoji nenadnosti, intenzivnosti in tragičnem izidu, zaradi česar zahtevajo posebne varnostne ukrepe in odzivne načrte. V diplomskem delu je bila preučena literatura in študija primerov iz Slovenije in tujine. Izpostavljeni so bili dejavniki tveganja: prostorska odprtost ustanov, pomanjkanje varnostne opreme, nezadostna usposobljenost zaposlenih ter odsotnost psihološke podpore. Največji vpogled v pripravljenost in problematiko smo pridobili s študijo primera iz Izolske bolnišnice. Na podlagi študije so bili predlagani naslednji ukrepi: uvedba enotnega kriznega protokola, obvezna usposabljanja, dopolnitev zakonodaje in oblikovanje nacionalne baze incidentov. V zaključku je bilo povzeto, da amok situacije zahtevajo celostni pristop, v katerega vključujemo preventivo, intervencijo in okrevanje ter poudarjeno odgovornost vodstvenih kadrov v ustanovah.

Title:Amok situations in medical institutions
Abstract:Amok situations in medical institutions represent one of the most dangerous forms of violence. Psychological, sociological, and legal aspects were examined, with emphasis on institutional unpreparedness and the lack of crisis protocols. It was found that amok situations stand out due to their suddenness, intensity and tragic outcomes, which is why they require specific safety measures and response plans. The thesis included a review of literature and case studies from Slovenia and abroad. Identified risk factors include the open structure of medical institutions, lack of security equipment, insufficient staff training and the absence of psychological support. The most significant insight into preparedness and challenges was obtained through a case study of the shooting in Izola General Hospital. Based on the analysis, the following measures were proposed: implementation of an unified crisis protocol, mandatory training, amendment of legalization and the establishment of a national incident database. In conclusion, it was summarized that amok situations require a comprehensive approach involving prevention, intervention and recovery, as well as an emphasized responsibility of institutional leadership.
