Title:Analiza učinkovitosti mednarodnih organizacij pri obvladovanju oboroženih konfliktov : magistrsko delo

Abstract:Mednarodne organizacije že desetletja igrajo osrednjo vlogo pri reševanju oboroženih konfliktov, saj si prizadevajo obvladovati in olajšati njihove posledice. V magistrskem delu smo se posvetili štirim varnostnim organizacijam, in sicer OZN, NATU, OVSE in EU, ter proučili njihovo vlogo v šestih izbranih konfliktih, ki se med seboj razlikujejo glede na trajanje, vrsto in območje poteka. Na podlagi analize ukrepov mednarodnih organizacij v zaključenih in trajajočih konfliktih ter izvedenih intervjujev s strokovnjaki na področju varnosti in oboroženih konfliktov, smo ocenili njihovo učinkovitost pri njihovem obvladovanju. Ugotovili smo, da so organizacije pod določenimi pogoji zmožne ukrepati pravočasno in odločno do te mere, da lahko trdimo, da so imele vodilno vlogo pri končanju oboroženih konfliktov. V večini primerov pa ni mogoče zaznati vzročno-posledične povezave zaradi kompleksnosti in narave oboroženih konfliktov ter dejstva, da mednarodne organizacije niso edini akterji, ki so vpleteni v konflikt. Ne glede na to, obravnavane mednarodne organizacije pomagajo pri zaščiti civilistov, podpori mirovnega procesa in pokonfliktni stabilizaciji območja. Kljub njihovi učinkovitosti pa se soočajo z vrsto izzivov in omejitev, ki jim ne dopuščajo, da bi njihovi ukrepi bili vodilni pri končanju konfliktov. Med omejitve štejemo pridobitev soglasja za začetek operacij, dolgotrajnost postopkov, razpoložljivost osebja, zakonodajo in pravila držav članic ter finančna sredstva. Čeprav mednarodne organizacije pogosto niso edini in poglaviten razlog, da se konflikt konča, njihovo delovanje služi svojemu namenu v obliki uspešnih mandatov.

Title:Analysis of the effectiveness of international organisations in managing armed conflicts
Abstract:For decades, international organizations have played a central role in resolving armed conflicts by striving to manage and mitigate their consequences. In this master's thesis, we focus on four security organizations, the UN, NATO, the OSCE, and the EU, and examine their role in six selected conflicts, which differ in terms of duration, type, and location. Based on an analysis of the measures taken by international organizations in past and ongoing conflicts, as well as interviews with experts in the field of security and armed conflicts, we assessed their effectiveness in managing these conflicts. We found that, under certain conditions, organizations can act in a timely and decisive manner to such an extent that we can say they played a leading role in ending armed conflicts. In most cases, however, it is not possible to identify a causal link due to the complexity and nature of armed conflicts and the fact that international organizations are not the only actors involved in the conflict. Regardless, the international organizations in question play a role in protecting civilians, supporting the peace process, and stabilizing the region after the conflict. Despite their effectiveness, they face several challenges and limitations that prevent their actions from playing a leading role in ending conflicts. These limitations include obtaining consent to start operations, the length of procedures, the availability of personnel, the laws and regulations of member states, and financial resources. Although international organizations are often not the sole or main reason for the end of a conflict, their actions serve their purpose in the form of successful mandates.
