Title:Ekološka kriminaliteta kot transnacionalna varnostna grožnja : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:V diplomskem delu je obravnavana organizirana ekološka kriminaliteta kot ena izmed osrednjih sodobnih transnacionalnih varnostnih groženj, pri čemer je analiziran odziv Slovenije in Švedske na področju njenega preprečevanja in pregona. Zaradi njene čezmejne narave je za učinkovito obravnavo tovrstne kriminalitete potrebno usklajeno delovanje številnih institucij na nacionalni in mednarodni ravni. Opredeljeni so temeljni pojmi in značilnosti organizirane ekološke kriminalitete, njena povezanost z delovanjem organiziranih kriminalnih združb ter vplivi na naravne vire, javno zdravje, gospodarsko stabilnost in varnost skupnosti. Z deskriptivno metodo so analizirani pravni akti, strateški dokumenti in podatki o delovanju pristojnih organov, s primerjalno metodo pa identificirane razlike in podobnosti v nacionalnih pristopih. Analiza je pokazala, da slovenski sistem ostaja pretežno reaktiven, kar je posledica pomanjkljivosti zakonodaje, razpršenih pristojnosti, omejenih virov in odsotnosti dolgoročne strategije. Nasprotno je bilo ugotovljeno, da švedski pristop temelji na preventivi, centraliziranem nadzoru ter rednem izvajanju sistemskih nadzorov in podatkovnih analiz za zgodnje prepoznavanje tveganj. Na podlagi tega je bilo ocenjeno, da bi vključitev izbranih elementov švedskega modela, kot sta okrepljena preventiva in učinkovitejša koordinacija organov, lahko bistveno izboljšala učinkovitost slovenskega sistema. Poudarjena je bila tudi potreba po krepitvi mednarodnega sodelovanja, izmenjavi dobrih praks in uskladitvi zakonodajnih standardov.

Title:Environmental crime as a transnational security threat
Abstract:The thesis examines organized environmental crime as one of the key contemporary transnational security threats, analyzing the responses of Slovenia and Sweden in the field of its prevention and prosecution. Due to its cross-border nature, the effective handling of such crime requires coordinated action by numerous institutions at both the national and international levels. The core concepts and characteristics of organized environmental crime are defined, along with its links to the activities of organized criminal groups and its impacts on natural resources, public health, economic stability, and community safety. Using the descriptive method, legal acts, strategic documents, and data on the work of competent authorities were analyzed, while the comparative method was used to identify differences and similarities in national approaches. The analysis showed that the Slovenian system remains predominantly reactive, due to legislative shortcomings, fragmented responsibilities, limited resources, and the absence of a long-term strategy. In contrast, it was found that the Swedish approach is based on prevention, centralized oversight, and the regular implementation of systemic inspections and data analyses for early risk detection. On this basis, it was assessed that incorporating selected elements of the Swedish model—such as strengthened preventive measures and more effective inter-agency coordination—could significantly improve the effectiveness of the Slovenian system. The need to strengthen international cooperation, exchange best practices, and harmonize legal standards was also emphasized.
