Title:Varnostna analiza uporabe javno dostopnih posnetkov iz zraka : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Živimo v dobi, kjer je močan tisti, ki poseduje več ter bolj kvalitetne informacije. Odličen vir le-teh so sateliti in brezpilotni letalniki, ki omogočajo odličen pogled iz zraka na Zemljino površje in dogajanje na njem. Z veliko različnimi senzorji, nameščenimi na brezpilotnih letalnikih in satelitih v različnih Zemljinih orbitah, je mogoče dobiti zelo natančno slikovno gradivo in ostale primarne podatke. Po posebni pozornosti pa kličejo tisti posnetki iz zraka, ki so javno dostopni na svetovnem spletu ali v različnih medijih oz. aplikacijah. Ti namreč zaradi svoje dostopnosti omogočajo veliko načinov dobre uporabe za razvoj, reševanje, raziskovanje in izvajanje obveščevalne dejavnosti. Po drugi strani pa predstavljajo tudi grožnjo tako osebni kot nacionalni varnosti, saj zlonamernim akterjem občutno olajšujejo njihovo delovanje. Obstajajo primeri, kjer so teroristične skupine in organizirane kriminalne združbe uporabile spletna orodja, npr. Google Maps, za načrtovanje napadov na kritično infrastrukturo, javna zborovanja ali druge strateške cilje. Ko govorimo o javni dostopnosti, je potrebno omeniti tudi dezinformiranje, ki je najbolj prisotno na socialnih omrežjih in predstavlja vedno večji problem predvsem zaradi vpliva na javno mnenje o dogodkih in aktivnih konfliktih po svetu. Na tem področju se oblikuje že kar nekaj rešitev, sam pa sem izpostavil sledljivost podatkov na svetovnem spletu, registracijo uporabnikov za dostop do nekaterih orodij, regulacijo dostopa do natančnejših podatkov ter zakrivanje vojaških objektov in ostale kritične infrastrukture v orodjih, kot je Google Maps. Vsekakor pa opisana problematika za reševanje zahteva sodelovanje med vladnimi in zasebnimi organizacijami ter skupno varnostno politiko za načrtovanje in realizacijo učinkovitih ukrepov. Diplomsko delo kot celota ponuja obsežen pregled prednosti, groženj ter možnih rešitev za varnejšo uporabo javno dostopnih posnetkov iz zraka.

Title:Security analysis of the use of publicly available aerial photograpy
Abstract:We live in an era where power lies with those who possess the most extensive and highest-quality information. An excellent source of such data is provided by satellites and unmanned aerial vehicles (UAVs), which enable a comprehensive aerial view of the Earth’s surface and the activities taking place on it. Equipped with a wide range of sensors, mounted on UAVs and satellites in various Earth orbits, it is possible to acquire highly accurate imagery as well as other primary geospatial data. Special attention should be given to aerial imagery that is publicly available on the internet or in the media. Due to its easy accessibility, such imagery offers numerous opportunities for beneficial use in development, emergency response, research, and intelligence operations. On the other hand, it also poses a significant threat to both personal and national security, as it considerably facilitates the activities of hostile actors. There are numerous documented cases in which terrorist groups and organized criminal networks have exploited readily available online tools, such as Google Maps, to plan attacks on critical infrastructure, public gatherings, and other strategic targets. When discussing public accessibility, it is also important to address disinformation, which is particularly prevalent on social media and poses an increasing challenge, especially due to its influence on public opinion regarding events and ongoing conflicts worldwide. In this field, several countermeasures are already being developed; this thesis highlights solutions such as ensuring data traceability across the internet, user registration for access to certain tools, regulating access to high-precision datasets, and masking military sites and other critical infrastructure in platforms such as Google Maps. Addressing this issue effectively requires the cooperation of multiple organizations and the formulation and implementation of a unified security policy supported by effective preventive measures. Overall, this thesis provides a comprehensive overview of the benefits, risks, and potential solutions for the safer use of publicly available aerial imagery.
