Title:The impact of cross-border tourism in Ulcinj : a study of tourism development between Montenegro and Albania : a study of tourism development between Montenegro and Albania

Abstract:This thesis investigates how Ulcinj's growth within the Montenegro–Albania corridor is influenced by cross-border tourism. First, a theoretical analysis demonstrated the connections between demand for tourism, employment, and investment; the significance of cooperation and governance; the interdependence of tourism and mobility; and the consequences of seasonality and sustainability. Next, we interviewed emergency services, public administration, local politicians, and business sector stakeholders in lodging and hospitality. The results show distinct advantages for turnover, employment, and small-scale investment, but they also show enduring drawbacks, such as poor public transportation and car-free accessibility, border lines and procedural unpredictability, disjointed governance, irregular electronic payments and taxi rates, noticeable summer peaks, and peak-season strain on municipal services. Targeted last-mile infrastructure improvements planned off-season events, operational mayor/DMO collaboration, direct cross-border public transportation links with basic one-stop/digital facilitation, and harmonized coastal standards were all recommendations made by interviewees. In order to establish a more stable, higher-value, year-round destination system, the thesis concludes by highlighting the necessity of strengthening operational environmental management, integrating mobility and border facilitation, improving governance coordination, and packaging and jointly marketing cross-border products.

Title:Vpliv čezmejnega turizma v Ulcinju : študija razvoja turizma med Črno goro in Albanijo : študija razvoja turizma med Črno goro in Albanijo
Abstract:Ta diplomska naloga raziskuje, kako čezmejni turizem vpliva na rast Ulcinja znotraj koridorja Črna gora-Albanija. Najprej je teoretična analiza pokazala povezave med povpraševanjem po turizmu, zaposlovanjem in naložbami; pomen sodelovanja in upravljanja; soodvisnost turizma in mobilnosti; ter posledice sezonskosti in trajnosti. Nato smo intervjuvali službe za nujne primere, javno upravo, lokalne politike in deležnike v poslovnem sektorju na področju nastanitve in gostinstva. Rezultati kažejo na izrazite prednosti za promet, zaposlovanje in manjše naložbe, vendar tudi na trajne pomanjkljivosti, kot so slab javni prevoz in dostopnost brez avtomobilov, mejne črte in nepredvidljivost postopkov, nepovezano upravljanje, neredna elektronska plačila in taksi cene, opazne poletne konice in obremenitev občinskih storitev v času konic sezone. Intervjuvanci so priporočili ciljno usmerjene izboljšave infrastrukture, načrtovane dogodke izven sezone, operativno sodelovanje med županom in DMO, neposredne čezmejne povezave javnega prevoza z osnovno enotno/digitalno poenostavitvijo in usklajene obalne standarde. Da bi vzpostavili stabilnejši, vrednostnejši in celoletni sistem destinacij, se diplomsko delo zaključi s poudarjanjem potrebe po krepitvi operativnega okoljskega upravljanja, povezovanju mobilnosti in poenostavitvi mejnih prehodov, izboljšanju koordinacije upravljanja ter pakiranju in skupnem trženju čezmejnih izdelkov.
