Title:Pripravljenost prebivalcev na evakuacijo : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Evakuacija je organiziran premik prebivalcev z ogroženih območij na varnejša mesta in predstavlja enega ključnih zaščitnih ukrepov v sistemu varstva pred naravnimi in drugimi nesrečami. Njena uspešnost je predvsem odvisna od treh dejavnikov: pravočasnega opozarjanja, jasnih in izvedljivih načrtov ter pripravljenosti prebivalcev. Ključni izvajalci so Civilna zaščita, policija, gasilske in zdravstvene službe ter humanitarne organizacije, pri čemer je njihovo usklajeno delovanje pogoj za učinkovito izvedbo evakuacije. V primerjalni literaturi se pogosto navajata dva primera: evakuacija in poznejše preselitve prebivalcev po nesreči v Černobilu, ki sta pokazali pomembnost jasnega in verodostojnega obveščanja ter načrtovanega, faznega pristopa, ter ukrepi pred orkanom Sandy, kjer so zgodnja opozorila, jasne odredbe, odprta zatočišča in organiziran prevoz ranljivih skupin omogočili bolj urejen in varen umik. Empirični del temelji na spletni anketi, izvedeni julija in avgusta 2025, v kateri je sodelovalo 152 anketirancev iz Slovenije. Rezultati kažejo, da je le 19 % vprašanih že imelo izkušnjo z evakuacijo, najpogosteje zaradi naravnih nesreč. Kljub temu 73 % meni, da vedo, kako bi ravnali v primeru evakuacije, vendar ima dejansko pripravljen evakuacijski nahrbtnik le 2 %. Najpogosteje bi s seboj vzeli osebne dokumente, zdravila, mobilni telefon, denar in osnovne higienske pripomočke. Kar 73 % bi se evakuiralo z osebnim vozilom, kar bi v primeru množične evakuacije lahko povzročilo prometna ozka grla. Rezultati potrjujejo pomen ozaveščanja, vaj in priprave prilagojenih informacij za ranljive skupine. Izboljšave na teh področjih lahko pomembno prispevajo k varnejši, hitrejši in učinkovitejši izvedbi evakuacije v prihodnosti.

Title:The readiness of residents to evacuate
Abstract:Evacuation is the organized movement of residents from threatened areas to safer locations and constitutes one of the key protective measures within the system of protection against natural and other disasters. Its effectiveness depends primarily on three factors: timely warning, clear and actionable plans, and the preparedness of the population. The key actors are Civil Protection, the police, fire and health services, and humanitarian organizations, whose coordinated action is a prerequisite for an effective evacuation. Comparative literature often cites two cases: the evacuation and subsequent resettlement of residents after the Chernobyl accident, which demonstrated the importance of clear and credible public communication and a planned, phased approach, and the measures taken prior to Hurricane Sandy, where early warnings, clear evacuation orders, the opening of shelters, and organized transport for vulnerable groups enabled a more orderly and safer evacuation. The empirical part is based on an online survey conducted in July and August 2025, with 152 respondents from Slovenia. The results show that only 19% of respondents had previous experience with evacuation, most often due to natural disasters. Despite this, 73% believe they know how they would act in case of evacuation, but only 2% actually have a prepared evacuation kit. Respondents would most often take personal documents, medicines, a mobile phone, money, and basic hygiene items. As many as 73% would evacuate using a personal vehicle, which, in the case of mass evacuation, could lead to traffic bottlenecks. The findings confirm the importance of awareness-raising, training, and the preparation of tailored information for vulnerable groups. Improvements in these areas could significantly contribute to safer, faster, and more effective evacuation in the future.
