Title:Primerjava varovanja treh največjih zimskih športnih prireditev v Sloveniji : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Varnost na množičnih športnih prireditvah je postala pomemben raziskovalni in operativni izziv, saj vključuje sodelovanje številnih deležnikov, upoštevanje kompleksne zakonodaje in učinkovito upravljanje tveganj. Športni dogodki, zlasti na prostem in v naravnem okolju, zahtevajo natančno načrtovanje varovanja, ki združuje elemente zasebnega varovanja, policijskega nadzora ter sodelovanja z reševalnimi in gasilskimi službami. Ključni koncepti, kot so javna prireditev, varnostno-rediteljska služba, policijska pristojnost in percepcija varnosti, tvorijo teoretski okvir obravnave. V raziskovalnem delu je bila analizirana organizacija varovanja na treh največjih zimskih športnih prireditvah v Sloveniji: Planica, Pokljuka in Pokal Vitranc. Preučevana je bila povezanost med številom obiskovalcev in obsegom varnostnih ukrepov, razmerje med pristojnostmi varnostno-rediteljske službe in policije ter primerjalna učinkovitost varnostnega upravljanja. Uporabljena je bila kombinacija kvantitativne analize uradnih podatkov in kvalitativnih intervjujev z odgovornimi deležniki. Ugotovljeno je bilo, da se obseg varovanja veča sorazmerno s številom obiskovalcev, vendar nanj vplivajo tudi drugi dejavniki, kot so profil udeležencev, lokacija in spremljevalne dejavnosti. Pristojnosti varnostno-rediteljske službe in policije so se izkazale kot jasno razmejene, vendar v praksi komplementarne. Planica je bila prepoznana kot prireditev z najvišjo stopnjo sistematičnosti in profesionalnosti v varnostni pripravi. Kljub temu so bile opažene omejitve glede dostopnosti podatkov in subjektivnosti intervjujev. Predlagano je bilo nadaljnje raziskovanje različnih vrst dogodkov in vključitev percepcije obiskovalcev glede varnosti.

Title:Comparison of monitoring top three largest winter sports events in slovenia
Abstract:Security at mass sports events has become a significant research and operational challenge, as it involves the cooperation of numerous stakeholders, adherence to complex legislation, and effective risk management. Sporting events, especially those held outdoors and in natural environments, require precise security planning that integrates elements of private security, police supervision, and coordination with emergency medical and fire services. Key concepts such as public event, security-redeployment service, police jurisdiction, and safety perception form the theoretical framework of the study. This research analyzed the organization of security at the three largest winter sports events in Slovenia: Planica, Pokljuka, and the Vitranc Cup. The study examined the correlation between the number of visitors and the scope of security measures, the division of responsibilities between private security services and the police, and the comparative effectiveness of security management. A combination of quantitative analysis of official data and qualitative interviews with responsible stakeholders was employed. It was found that the scope of security generally increases proportionally with the number of visitors, but is also influenced by other factors such as the profile of attendees, event location, and accompanying activities. The responsibilities of private security services and the police were shown to be clearly delineated, yet complementary in practice. Planica was identified as the event with the highest degree of systematic planning and professional security execution. Nevertheless, limitations were observed regarding data accessibility and the subjectivity of interviews. Further research is recommended to include different types of events and to incorporate visitors’ perceptions of safety.
